EXPERIENCED PROGRAMME MANAGER REQUIRED FOR AN IMMEDIATE START!

JOB PURPOSE:
The post holder will be the lead commissioner for regeneration in the locality. They will develop the strategic vision for the area and regeneration programmes to deliver this – in line with the council’s economic growth strategy and priorities. The post-holder will lead on the development and implementation of strategies and masterplans through the development and delivery of a pipeline of regeneration schemes, as part of a multi-disciplinary team.

PRINCIPAL RESPONSIBILITIES

1    Lead the development of the strategic vision for the locality and develop regeneration programmes to deliver this in line with the council’s plans, economic growth strategy and priorities.
2    Support the council’s input into wider programmes, such as the Mersey Dee Alliance, Constellation Partnership and Cheshire Science Corridor and Cheshire and Warrington as appropriate.

3    Plan and design the project programme for the locality and proactively monitor its overall progress, resolving issues and initiating corrective action as appropriate, including overall understanding of multi-disciplinary teams including of housing, planning, transport

4    To deliver regeneration schemes using project management principles including ensuring project delivery is in timescales and financial framework, with risks, milestones and stakeholders identified and managed.

5    Work collaboratively with partners to promote regeneration opportunities in the Borough to businesses, investors and developers. This will also involve working with public and private sector partners outside of the organisation as part of a multi-disciplinary project team.

6    Lead on the development of programmes and projects as required including masterplans, feasibility studies, expressions of interest and business, cases ensuring compliance with relevant funding body standards.

7    To commission, procure and manage staff and multi-disciplinary consultants on a day to day basis, when required.

8    Identify opportunities to secure external funding and/or income generation which will deliver local economic growth. Lead or work jointly with partners to secure resources as appropriate including developing funding bids and expressions of interest.
