Job Details

PURPOSE OF THE JOB:

● Lead and be responsible for the successful delivery of individual projects within the Council’s Corporate Capital Programme, from inception to completion.
● Ensure project delivery targets are met on individual projects within the corporate capital programme in terms of time, budget and specification.on
● Lead and manage multi-disciplinary teams delivering capital projects of varying size from minor to major across various service areas.

MAIN AREAS OF RESPONSIBILITY:
The postholder will have lead responsibility and accountability for the following:-
❖ Lead and manage external professionals in the successful delivery of individual capital projects.
❖ Work with service areas in the development of strategies and policies which ensure cross-Council implementation in the delivery of individual capital projects.
❖ Work closely with Directorate staff to ensure a cohesive, integrated approach to project delivery.
❖ Contribute to ensuring that property database systems are updated with the relevant property-based information in a timely fashion, following the completion of capital projects.
❖ Work with the Capital Programme Manager on the procurement of feasibility studies, surveys and costs for individual project schemes.
❖ Lead on individual schemes from inception to completion, including leading the procurement process, commercial negotiations, contract documentation sign-off and contract close procedures.
❖ Ensure that the Council’s contractual and financial obligations within building contracts are met in accordance with the capital delivery strategy, kept under review with robust systems to ensure that changes to the scope of services are mitigated.
❖ Ensure that the capital governance process is adhered to and that capital projects are effectively monitored.
❖ Take responsibility for ensuring individual project reporting structures are followed.
❖ Manage a communication strategy within individual schemes being delivered by the team as part of the Capital Programme.
❖ Work with Client Teams on the interface with external partners such as the GLA to ensure external funding opportunities are maximised.
❖ Take direct responsibility for the successful project management, including contribution to strategic business cases, Project Initiation Documents, and the procurement processes for capital delivery projects.
❖ Identify and manage the procurement and financial risks associated with the delivery of the Capital Programme.
❖ Ensure that the Council’s legal obligations within individual project agreements are met, with particular reference to change, delays, compensation events, notices and payments.
❖ Provide a proactive role promoting and reducing the Council’s carbon footprint across it’s Estate and contribute to Energy Usage Reduction strategy.

MANAGEMENT DUTIES & RESPONSIBILITIES:
❖ To support the Capital Programme Manager in the negotiation and managing the budget for services within this portfolio, ensuring resources are deployed in the interest of service effectiveness and within the context of individual capital projects.
❖ To ensure that all duties and responsibilities are discharged upon individual capital projects in accordance with the Council’s Health and Safety at Work policy.

CORPORATE DUTIES & RESPONSIBILITIES:
❖ To help promote a culture of quality and equality across the Council.
❖ To work as part of the multi-disciplinary teams to enable the breaking down of directorate barriers and encourage the concept of both internal and external partnership working.
❖ To work with key stakeholders, local residents and the third sector on the delivery of individual capital projects.
❖ To provide professional advice to other Council officers on areas of service delivery within the service’s span of control.
❖ To comply with legal requirements, the Councils Standing Orders and Financial Regulations.
❖ To comply with the Councils Equal Opportunities Policy and support its development and promotion across the Council, including opposing, and where possible eradicating, all forms of discrimination as an employer and service provider.
❖ To support the development of both borough and Council-wide projects and initiatives, as and when required.
❖ To undertake such additional duties and responsibilities that may arise from time to time, as directed.
❖ To keep abreast of professional developments, legislative changes and best practice, attending continuing professional development courses as appropriate and applying updated knowledge to present work programmes and sharing information gathered on courses, including providing training for other staff.

PERSONAL SPECIFICATION:
Education

The post holder will have a relevant degree and/ or post graduate qualification, although consideration will be given to those applicants who are not qualified but can demonstrate they have worked at a senior level in Capital Programmes for a significant period of time, Qualified in a relevant building or related discipline i.e MRICS or MCIOB or A recognised Project Management qualification

Experience

  • Significant project management experience, demonstrably able to deliver projects to time, budget and specification.
  • Experience of working in partnership with a wide range of partners and stakeholders to facilitate the delivery of complex capital projects
  • Substantial experience of project management and use of financial appraisal tools and project management software for capital programmes.
  • A demonstrable track record of leading and managing multi-disciplinary teams and delivering outcomes that require collaborative approaches both within the organisation and with external partners.
  • Able to demonstrate an ability to apply performance management techniques, take responsibility for all tasks of those supervised, and to develop, negotiate and extend challenging outcomes and goals.
  • Ability to provide exemplary leadership skills and contribute to project delivery as part of a wider management structure. Ability to manage conflicting priorities in a pressurised and fast moving/changing environment, demonstrating a desire to acquire new skills and knowledge with a commitment to learning.
  • Ability to manage individual capital and revenue budgets to the required standard demanded by the Council whilst delivering high quality value for money services.
  • Ability to work closely with and establish positive relationships to generate confidence and respect with elected members, Chief Officers, other senior Council officers, external agencies, community and voluntary groups, development professionals and members of the public as necessary to successfully discharge the functions of this role.
  • Preparation and presentation of reports to senior management.
  • Thorough understanding and excellent knowledge of current legislation, issues, policies and developments at local and national level in relation to capital projects delivery.
  • Track record of negotiating and working well with professional consultants and external contractors
  • A proven ability to manage large scale multidisciplinary projects. Experience of anticipating problems and providing effective solutions and options to achieve successful outcomes in line with specific aims and objectives.
  • Experience of public sector procurement processes and methodologies to deliver high quality value for money services.
  • A champion of energy best practice.

Knowledge

  • NEBOSH Certificate or Diploma (General or Construction).
  • Relevant legislation and codes of practice.

Skills and Abilities

  • Excellent spoken and written communication skills. Communication skills are paramount in this role as is the need to be able to communicate diplomatically with many different stakeholders, explain project works to widely differing audiences with widely differing styles and needs, especially external contractors.
  • Ability to lead and manage a professional team to ensure the successful delivery of projects.
  • Ability to negotiate effectively and flexibly to secure good value for money.
  • Ability to develop effective working relationships with internal and external contacts, gain their confidence and persuade them to cooperate with initiatives where required
  • An understanding of the need for excellent customer service and an ability to develop and maintain good working relationships with key staff and all
    stakeholders. The evaluation of existing service provision to ensure that appropriate developments and innovative solutions are proposed.
  • Ability to analyse large amounts of data from a range of sources, drawing conclusions and presenting them in a clear and concise format.
  • Numerate and able to control significant budgets in line with Council Regulations.
  • Ability to work independently, flexibly and supportively
  • Proven ability to work collaboratively, a team player who contributes to team events and the work of the team as a whole.
  • Ability to keep abreast of relevant changes within the sector and within the Council.
  • Strong interpersonal skills including ability to negotiate, motivate, influence, persuade and build relationships in an enthusiastic and diplomatic way.
  • Excellent time management skills; the ability to plan and juggle a number of tasks and meet deadlines under pressure.
  • Ability to take an innovative approach and solve problems pragmatically and creatively.
  • Confident user at a minimum of intermediate level of business software and products – for example cloud based productivity and collaboration suites such as Google Workspace and/ or Microsoft 365. Also experience and practical application of asset management databases and other property information systems.
