JOB SUMMARY:

The Commercialisation Programme Manager will lead and drive commercial strategy across Public Protection & Integrated Enforcement services. This strategic leadership role is key to identifying, developing, and delivering new income-generating opportunities, partnerships, and innovative service models that support the council’s sustainability and financial growth ambitions, while enhancing the safety and wellbeing of residents.

As a member of the leadership team, the role is responsible for the delivery of an income generation and broader commercialisation programme of for Public Protection and Integrated Enforcement Services including:
• Tower Hamlets Enforcement Officer Service
• The Antisocial Behaviour Service
• CCTV control room and operations services and related infrastructure and assets
• Regulatory Services including Markets and Street Trading, food safety, trading standards services.
• Corporate Health and safety and Civil Contingency Business continuity and emergency planning services.

The role is a key role in providing leadership and presence across the whole service to inspire and effectively communicate purpose, service expectations and standards to be delivered across the borough’s Public Protection & Integrated Enforcement Services

The role leads:

The planning, development and delivery of a commercial strategy and plan including:
• The development of new and innovative products and services.
• Planning and delivering the growth of service revenue to exceed income expectations in excess of £1.5million
• Forming and maintaining strategic public, private and third sector partnerships
• Overseeing commercial contract development
• Leading the review of fees, charges and pricing
• Planning and delivery of a comprehensive marketing and communication strategy
• Developing commercial skills and acumen across services
• Developing collaborative relationships with other local authorities
• Promoting the council and its achievements.

ROLE REQUIREMENTS:
SERVICE DELIVERY & IMPROVEMENT
1. To develop and lead the implementation a commercial strategy and plan for Public Protection & Integrated Enforcement Services including Tower Hamlets Enforcement Officer Service, The Antisocial Behaviour Service, CCTV control room and operations services and related infrastructure and assets, Regulatory Services including Markets and Street Trading, food safety, trading standards services, Corporate Health and safety and Civil Contingency Business continuity and emergency planning services.
2. To lead the identification and development of new commercial opportunities across relevant service areas including the effective research, development, design and implementation of products and services to meet revenue and service expectations.
3. To develop new and innovative products and service to achieve planned income expectations by growing core and targeted sales of services and assets, including marketing and communication of the service offer to multiple target audiences and customer groups.
4. Establish commercial relationships and partnerships with public, private, and third-sector organisations to market and promote Tower Hamlets public protection services and integrated enforcement services and develop commercial opportunities and partnerships to deliver both income and service benefits
5. To developing collaborative relationships with other local authorities to secure value for money e.g. through joint commissioning, shared services alternative delivery models e.g. Local Authority Trading Companies
6. To oversee the development of business cases, pricing strategies, and commercial models to maximise income and ensure financial sustainability.
7. To effectively ‘horizon scan’ for opportunities to further commercialise services by monitoring market trends, researching best practice and innovative approaches, emerging risks, and legislative changes to inform commercial decisions.
8. To be responsible for communicating and delivery of the highest possible standards of service and innovation of commercial services, collaborating with other key Council stakeholders and external organisations to enable effective delivery.
9. To lead on developing and producing contract specifications and negotiating and managing contractual commitments and performance with clients and contractors as the lead for the council’s service delivery.
10. To lead the development and manage a portfolio of community safety contracts, ensuring delivery contractual commitments, performance, and profit targets.
11. To develop and implement effective governance and performance management of the commercial strategy and related delivery plan including effective workstream, planning, reporting, risk management, financial implications and performance indicators including reporting to appropriate directorate and corporate governance boards.
12. Lead the design of robust and efficient procedures and processes including effective collection, monitoring, and analysis of performance and other data to measure service performance and areas for improvement.

CUSTOMERS AND RESIDENTS
13. To lead the continuous improvement of customer satisfaction and resident engagement, feedback, and responsiveness to including active resident and customer engagement and participation
14. To work in collaboration with corporate colleagues the design, development and implementation of a comprehensive marketing, communications, and engagement plan to drive commercial priorities, support better community safety outcomes in the borough and meets income expectations across Public Protection and Integrated Enforcement Services.

PEOPLE
15. To support service managers and directors in embedding commercial thinking and innovation throughout the organisation by leading and co-ordinate operational and ‘specialist’ managers including supporting the setting appropriate work plans and performance expectations, reviewing on a regular basis and reporting outcomes.
16. To develop and lead programme of commercialisation learning and skills development within the directorate to embed commercial thinking, approaches, and innovation in or to achieve value for money.
17. To lead the wider operational management of community and other stakeholders in planning and delivery of service provision across Community Safety in relation to the delivery of enhanced public security, ASB and environmental crime reduction and the provision of network services that support Council’s ambitions and resident satisfaction.

PERFORMANCE
18. To lead on the development of the Community Safety commercialisation and corresponding financial management systems, including co-ordinating the performance dashboard and management information to drive service performance and improvement, reporting to CMT, Corporate and Service Directors and Senior politicians to facilitate senior decision making.
19. To ensure the provision of high-quality standards of information with effective management of reporting ensuring all information via digital and communication channels is accessible, up to date and accurate. Responsible for managing council specialists to enable quality system, data and information (IT, Finance etc.) delivery.
20. To be responsible for ensuring delivery of quality standards that are compliant with the Council’s Policies & Procedures, compliance processes and good practice, ensuring that facilities and services are operated in accordance with service specifications, legislation and standards

FINANCE
21. To lead the review of council fees, charges and pricing to maximise income and identify new and premium services to charge for.
22. To oversee the effective management of programme capital and revenue budgets including ensuring the team delivery value for money, operates robust monitoring, forecasting and corrective action supported by effective use of management information and data.
23. To co-ordinate the development of programme and project funding strategies including the identification, submission and securing of grant and other (match) funding.

RELATIONSHIPS
24. To build and maintain strong stakeholder relationships, including housing providers, businesses, police, fire services, health partners, and community organisations,
25. To identify, develop and maintain effective external and professional relationships and partnerships to support improved service and programme delivery and to enhance the reputation of the programme, team and the council
26. Work in a co-operative and collaborative way with other senior managers, Trades Unions and other senior officers across the council and work as part of the ‘extended’ senior leadership team to contribute to both departmental and service directorate level priorities and initiatives.
27. To represent the service, division and the council at local and national level, acting as ambassador for Tower Hamlets and the council to enhance the council’s performance, reputation and image.

POLITICAL
28. To create and maintain professional, effective and responsive relationships with the Mayor and Mayoral Advisors, Lead Cabinet members and ward councillors, MPs and GLA assembly members including providing exemplary and professional officer advice, briefings and support to Cabinet members, ward councillors, Scrutiny and other committees and councillor working and policy groups.

Knowledge & Skills 

  • Technical knowledge and in-depth understanding of commercial strategy development and delivery planning within a public sector context.
  • Knowledge and expertise of revenue growth and marketing strategies.
  • Knowledge of statutory and discretionary functions within local authority regulatory services (e.g. licensing, environmental health, trading standards).
  • Knowledge of local government finance, procurement, and governance.
  • Good understanding of local authority community safety and regulatory services frameworks, including crime prevention, anti-social behaviour, CCTV, and enforcement and regulatory services.

Qualifications 

  • Educated to degree level or equivalent experience in business, public administration, or a related field.
  • Evidence of continuing professional development relevant to commercial leadership.
  • Postgraduate qualification in business management, commercial strategy (e.g. MBA, ILM), or regulatory service discipline.
  • Relevant technical qualifications or accreditations in community safety or regulatory services.
