Slough Borough Council are looking for a Commissioning officer to join their team. This is a great opportunity and this is a Hybrid role within only 2 or 3days required in the office.
Main purpose of Job:
The main purpose of the Commissioning Officer – Learning Disability (LD) and Autism role is to facilitate the proficient tracking of progress within the Learning Disability and Autism strategies, and to actively oversee the successful execution of their respective action plans. The postholder will be proactively managing the operational aspects of all co-production initiatives associated with these strategies. This pivotal role guarantees that strategic decision-making is guided by a holistic understanding of service user needs, their perspectives, and a comprehensive analysis of local resources and capabilities to always ensure a user-centric, effective, and cost-efficient service delivery. The Commissioning Officer role is integral to maintaining high standards and quality of care and will play a key role in facilitating the execution of both the Learning Disability Partnership Board and Autism Steering Group. This will involve ensuring the efficacy of their actions and providing comprehensive reporting on progresses within these frameworks to establish clear expectations and inform approaches for Learning Disability and Autism service design across all Adult Social Care. The Commissioning Officer- Learning Disability and Autism will be managed by the Learning Disability and Autism Commissioner and will work in tandem with the Commissioning Teams and other key roles within Slough Borough Council and with external partners and stakeholders.
Main Accountabilities:
1. To take lead responsibility for commissioning activity concerning both the LD and Autism strategies by ensuring a co-production-focused approach with good internal partnerships and communication.
2. To monitor specific key metrics for assessing the progresses of actions outlined in the Learning Disability and Autism strategies and co-producing community
initiatives within the frameworks of both the Learning Disability Partnership Board and Autism Steering Group.
3. To work with health partners to support further the integration of health and social care pathways for people with Learning Disability and/or Autism and improve outcomes and service delivery models.
4. To provide support and advice to the strategic re-design of services and their costs, assisting the development of business and operational process improvements and a smarter use of market management information.
5. To assist the development of market intelligence, including embedding processes to effectively harness the views of service users and their carers, to identify service gaps and unmet needs, and inform the de-commissioning, redesign and commissioning of services within the Learning Disability and Autism Strategies.
6. To work closely with providers (voluntary and independent sector) to develop productive relationships and to help stimulate the local market to offer services that are preventative and those that promote independence, choice, and control for a range of vulnerable individuals who need support within the frameworks of both Learning Disability and Autism Strategies.
7. To support the Quality Assurance Team and Commissioning reviews by conducting specialist audits and analyses to gain a better and holistic understanding of key issues and areas for improvement concerning the LD and Autism offer in Slough and support the development and implementation of Action Plans based on the findings of these analyses.
8. To report and respond to safeguarding concerns relating to children or adults that may be identified and contribute as appropriate to the investigations.
9. To work flexibly in undertaking the duties and responsibilities of this job and participate as required in multi-disciplinary cross-department and crossorganisational groups and task teams.
10. To undertake special assignments or projects from time to time of a similar standard or nature that could reasonably be expected of the post holder.
11. To undertake other duties of a similar standard and nature that might reasonably be requested from time to time to meet the needs of the service.
12. The post holder will liaise with auditors and other inspectors approved by the Council in any investigations pertaining to the work of the team and the records held.
13. To take responsibility, relevant to the post, for ensuring that Council policies, statutes and government legislation is upheld.
14. To maintain an awareness of the risks to the department and the Council as a result of any actions associated with the work programme and to work with colleagues to manage and mitigate these risks.
15. To take responsibility for the development and implementation of own Personal Development Plan, and own continued professional development in those areas relevant to own role within Slough Borough Council.
