Estate Enhancement Operative (AR)

Purpose of the Role:

Responsible for carrying out internal and external enhancement works with in the Council’s Housing stock to the agreed service standard/specification. The post holder will act as first point of contact for the residents in the Neighbourhood and must ensure they deliver a customer focused service in line with best value. The post holder will be required to work as part of a team or individually providing services to our customers. The Estate improvement service role is to improve the physical condition, safety, and aesthetics of the housing stock communal areas. The service will form part of the the Estate Operations Team. The Estate Enhancement Operative will be responsible for the following (not limited to): Make safe repairs (boarding garages, sheds, doors, glass panels) Fire signage & strip signage replacement Painting works Grounds maintenance to vulnerable tenant gardens pressure washing and window cleaning.

Key Accountabilities:

1.Enhancement works (Make safe repairs, vulnerable tenant garden maintenance, painting & pressure washing)

2.Monitor and undertake the enhancement works of internal and external areas of the buildings within the estate boundary

3.Organise and assist in the removal of bulk rubbish from the estate, including moving bulky items to agreed collection points.

4.Undertake the removal of graffiti from buildings and equipment within given timescales of it being found/reported. Ensure any graffiti that cannot be removed locally is reported to line manager.

5.Undertake use of appropriate powered equipment (strimmers, mowers, pressure washers and wet/dry vacuum cleaners).

6.During periods of frost, snow and abnormal weather conditions organise and assist in the clearance of gullies, entrances and exit paths to blocks and access to refuse disposal facilities.

7.Undertake the painting of communal areas as directed by line managers.

8.Undertake ground maintenance duties, to include weed/moss clearance from hard surface areas, following on from weed/moss spray application, clearance of weeds and debris from shrub beds.

Community:

Provide an onsite presence to our estates and report to managers any breaches of tenancy conditions to protect the interests of residents and the council.

Monitor activities on our estates in order to prevent vandalism, anti-social behaviour and injuries to persons.

To report abandoned vehicles, fly tipped rubbish etc. to the appropriate officers and managers and monitor progress to ensure action is taken within agreed time scales and to agreed standards.

Ensure effective liaison with relevant officers and managers within Housing Services.

To assist Senior Estate Operative and/or Area Caretaker Manager to prepare reports for relevant officers and managers relating to neighbourhood issues/problems.

Have responsibility for keys to both communal and restricted areas on the estate to ensure basic security and safety of buildings and their surroundings.

To be responsible for maintaining a supply of tools, materials, lighting supplies and other equipment required enabling the performance of the full range of estate service duties.

Monitor the performance of other service providers within the neighbourhood and report as appropriate to relevant officers and managers.

Technical:

Identify and raise minor repairs to communal areas as part of duties

Monitor progress to ensure repairs are completed within time scales and to agreed standards.

Responsible for ensuring that equipment used by the service is kept secure and well maintained.

Inspect services to the estates within the neighbourhood including lifts, refuse chutes, waste containers, dry/wet riser outlets, playground equipment, garchey waste disposal systems, stop valves, draw off valves, inspection covers etc. reporting defects and ensuring repairs are completed within timescales and to agreed standards.

Develop knowledge of the service contracts applicable to the estates with regards to their interpretation (grounds maintenance, lifts, cleansing and repairs) to ensure standards are met.

Communication:

Provide a first point of contact for our residents, dealing with issues raised or directing them to the appropriate team

Maintain regular contact with the housing teams to ensure all tenancy and lease breaches are reported.

Liaise with council officers, elected Members, contractors and other agencies on issues relating to estate services.
