Job Details

Harrow council are looking for an experienced Highway Inspector To be responsible for day to day inspection and enforcement regimes for New Roads and Street works
Act, Highways Act and highways safety inspections and report on conditions and bring about improvements.

 

 To work as part of the Network Management team in accordance with statutory requirements and in
compliance with relevant Council policies and procedures
 Supervision of Statutory Undertakers works ensuring delivery of the Council’s Network Management
Duty.
 Responsible for policing of highway activities ensuring all relevant Acts and codes of practice are
adhered to.
 Responsible for carrying out highway safety inspection raising works order to ensure the asset is
maintained to the required standards

 Deputise for the Network Team Leader as necessary to ensure continuance of service delivery.
 To provide a lead role within New Roads and Streetworks Act, Highways Act and Highways
maintenance, acting as a coach and providing expert guidance to other Technical Officers and
Technical Support Officers designated to support them in delivering effective services.
 To be responsible for day to day inspection and enforcement regimes for statutory street works and
highways safety and enforcement inspections and report on conditions to bring about improvements
 To deliver the Councils statutory functions by ensuring street works activities comply with
 the New Roads and Street Works Act 1991 and the Traffic Management Act 2004 and all associated
codes of practice including the London Permit Scheme
 To deliver the Councils statutory functions by ensuring compliance with various aspects of the Highways
Act 1980 utilising effective enforcement regimes with the use of letters, notices, legal documents, formal
cautions, fixed penalty notices, warnings, and other documents as required by legislation, guidance and
policies
 Represent the Council at public inquiries, public meetings, external organisations and Council
committee meetings, providing technical information and reports for service related issues
 Prepare, as necessary, reports and statements of evidence for legal proceedings resulting from
contraventions of legislation, to meet and advise lawyers on cases to assist in the preparation of cases
and securing legal action and to attend court to give evidence on behalf of the Council as required.
 To issue notices to statutory undertakers and other departments in relation to the timing of activities on
the highway network
