The Digital System Implementation of the new Corporate Contracts Database Register (CCDR-Portt) is a critical initiative aligned with the council’s Progressive Procurement Strategy. This project aims to enhance the council’s ability to deliver high-quality services for residents, while ensuring value for money in the procurement of goods, works, and services. The CCDR is not just a digital tool; it is a strategic asset designed to drive a wide array of corporate ambitions, including the Council’s commitment to Community Wealth Building. – This is a HYBRID role offering flexibility.

The purpose of this project is for the roll out and further development of the CCDR that will serve as a central repository for all contract-related data across the council. This system will support the strategic direction for procurement activities, enabling council officers, members, suppliers, and the public to have a clear and detailed understanding of the council’s procurement strategies. The CCDR will integrate intelligence on specific service areas, ensuring that procurement and supply processes are informed by detailed data, ultimately leading to better contract management and enhanced outcomes for local communities.

RESPONSIBILITIES:

Data Corrections: Comprehensive review and correction of incorrect VAT amounts, contract values, and duplicated supplier records. This includes the review and integration of pre-2016/17 data into the CCDR.

System Configuration: Detailed configuration of user and team permissions, ensuring that permissions are appropriately set to control what users can edit. Investigation and implementation of authorisations and approvals for underutilised system elements.

User Support Documentation: Creation of user manuals, how-to guides, and provision of day-to-day support to ensure smooth operation and user confidence in the system.

Procurement Act Preparation: Analysis of how the CCDR can support upcoming changes due to the Procurement Act, ensuring the system is prepared for legislative changes.

Contract Management Enhancements: Improvements to the contract renewal process, including the configuration of reminders and notifications, and review of milestone functionalities to enhance forward planning in procurement.

System Modernisation: Investigation and enhancement of the sourcing function to digitalise and streamline current processes, with a focus on modernising the CCDR to better support strategic procurement activities.

Strategic Support Elements: Thorough review of how the CCDR can integrate and support the council’s commitments to modern-day slavery prevention and social value initiatives, ensuring these elements are embedded into the system’s functionality.
