West sussex county council is looking for an Assistant Director for the Adults Commissioning team based at Chichester

Person specification
• Educated to post-graduate level or equivalent professional qualification,
including evidence of ongoing professional development.
• Knowledge of relevant legislation, policy and good practices that relates to all
the core areas of adult social care but especially all aspects of the
commissioning cycle. The ability to shape and model effective services that
improve outcomes based on legislation, regulation, research and learning
from others.
• Experience of commissioning cost effective services that are outcomes
focused.
• Experience of building cross sector partnership working with stakeholders,
communities and agencies to develop, design and deliver services that reflect
the needs of our community, and deliver the best outcomes for the
vulnerable people we are here to support.
• Successful experience of management and control of substantial budgets
whilst leading the delivery of strategic objectives and business plans.
• Effective financial governance and probity and effective operation of
corporate governance
• Co-production and codesign across all aspects of the commissioning cycle.
• Experience in the formulation of policy, strategies, analysis, and advice in
order to support the delivery of legislative and organisational change.
• Experience of commissioning across the life-course for externally delivered
services, ensuring a focus on prevention, quality, independence, safeguarding
and effective use of resources.

Key responsibilities
Deliver, as a team, seamless, well-coordinated and responsive services which
are closely aligned with partners, so that adults and carers receive the help they
need swiftly and that as far as possible the need for ongoing support is
minimised and vulnerable adults have the opportunity to live as full and
rewarding lives as possible.
Lead on all aspects of policy, practice, governance and service development for
the adults commissioning service area.
Lead the adults commissioning service area with the purpose of strengthening
prevention, improving health and wellbeing, reablement and recovery to enable
adults to live sustainable and rewarding lives in their own communities.
Ensure there are effective commissioning strategies and market position
statements that ensure that the council is able to commission quality and value
for money services that meet peoples needs and deliver good outcomes for
them.
Deliver and effective quality monitoring processes to ensure that commissioned
providers are delivering effective and safe services in meeting people’s needs.
Embed a culture of openness and continuous improvement. Lead the way in
demonstrating the importance of evidence and best practice in developing adult
services that are responsive and high performing.
