The Outreach and Engagement Manager: Libraries reports directly to the Libraries and Heritage Lead and is responsible for leading the library service and outreach and engagement across the borough focusing on Libraries. Working closely with the Customer Service Supervisors and other colleagues to ensure a core offer is delivered along with a programme of activity. The role sits within the Culture and Heritage Services.

The Outreach and Engagement Manager: Libraries is responsible for the line management of the Library Supervisors and the Community Library Service Officer.

This role is part of a team of Outreach and Engagement Managers who work together to ensure that all Culture and Heritage Service areas are fully supported in relation to outreach and engagement.

? Works with manager and colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement
? Supports operational plans to ensure that the resources within the teams are used to best effect and impact

? Lead targeted outreach and engagement across the borough focusing on the Culture and Heritage Service
? Lead on evaluation of delivery, using evidence, data, and strategic information to drive performance, ensuring all the Culture and Heritage Service operates at a high level, and reflects the needs of communities.
? Develop and ensure delivery and promotion of the physical and digital strategy, programming, and operational planning for the range of Culture and Heritage services in liaison with others, empowering the community to engage with culture and heritage. Providing support to frontline staff to ensure a range of digital and physical services are delivered.
? Responsible for community outcomes, engagement, and diversifying audiences? Responsible for seeking out opportunities and developing bids to enable further funds to deliver targeted services and projects in the Borough.
? Identify best practice in the sector and arrange for new and innovative services or projects to be piloted, including fundraising.
? Liaise with stakeholders and key funders, building and sustaining existing and new partnerships.
? Collaborate with a range of colleagues and partners across RBK and the voluntary and community sector to promote the Culture and Heritage Service, to develop targeted physical and digital projects and seek suitable funding to deliver and sustain them.
? Collaborate with colleagues across Culture & Heritage to ensure that objectives and service plans are delivered.
? Responsible for the recruitment and selection of staff, and volunteers as required.
? Responsible for the budgets in relevant service areas, including generating income and seeking funding opportunities.
? Undertake all corporate and legal requirements on safeguarding, health and safety, equal opportunities, data protection, risk management and financial regulations.
? Provide cover for Culture and Heritage frontline services as required.
? Work closely with the frontline team and colleagues across Culture and Heritage to ensure a high standard of service is delivered to a diverse community including a core offer, collections, events and activities, providing support and training where required.
? Increase access and awareness of Kingston Libraries services, working with colleagues to ensure services and community opportunities are marketed and promoted to develop the service.
? Support the Outreach and Engagement Officer: Community Hubs to develop the Community Hub strategy in libraries by ensuring colleagues enable the community and other services to use the library spaces.
? Review performance with library frontline staff ensuring targets are integrated into individual performance targets drawn from the Culture & Heritage service plan, monitored through regular meetings and action planning.
? Support the Library and Heritage Lead in the management of key sector and strategic relationships, e.g., Arts Council England, Libraries Connected, The Reading Agency; DCMS, CILIP; LMD and local stakeholders.
? Line manages through Supervisors (Libraries) and Community Library Officer
? Responsible for the overview of building issues, escalating building maintenance and IT issues, where necessary, to ensure the health and safety of the staff, public and volunteers, ensuring services can be delivered to the required standard.
