PURPOSE OF THE JOB

 To support and manage the delivery of projects in support of the Council’s short, medium and long-term accommodation plans, including the rationalisation and modernisation of the 199 operational building portfolio.
 Work with and direct cross functional project teams, facilities managers, staff and external contractors to deliver cost effective, sustainable and compliant projects across the council’s property portfolio and provide post project performance reviews.
 To aid the development of future accommodation plans and workplace configuration in line with the council new ways of working methodologies.

PRINCIPAL ACCOUNTABILITIES

1. Support the design and writing of clear and concise project implementation documents (PID’s), project plans, risk documents and deliver a wide range of operational and strategic projects, ensuring project timescales are adhered to and completed works have a full audit trail.
2. Engage with internal and external stakeholders and relevant consultants to stimulate imaginative but realistic project proposals ensuring project scope is defined and projects are delivered in a timely and cost efficient manner ensuring CFM departmental policies and procedures are fully adhered to.
3. Work with individual managers and stakeholders to support service transformation and to prepare them for more modern and flexible ways of working, helping departments to plan, test and implement a range of new working practices.
4. Ensure that energy efficiency, sustainability, health and safety and other policy and regulatory standards and targets are incorporated into the procurement and management of all projects, and that there is effective monitoring and control of contractors’ sustainability, health and safety and other policy and regulatory compliance.
5. Work with the Deputy Head of FM operations and workplace manager to ensure that all project related communications are aligned with the CFM and Asset Management communications strategy, in terms of format, content and delivery methodologies.
6. During project development work with CFM’s technical and finance team to prepare, monitor and control any building related churn, decommissioning and bespoke project related budgets, ensuring that the Council’s financial standing orders are adhered to.
7. Using Prince 2 methodology track, monitor and report on financial and project milestones, ensuring internal and external stakeholders are aware of any project related issues, problems of changes to the timeline or cost.
8. Discus and manage all project changes and interventions to achieve successful projects, ensuring all post project evaluation and assessment reports are completed, available and held within the programme office project management files.
9. Deputise for the workplace manager at the CFM monthly programme management board, updating on project progress. At each projects inception ensure the overall benefits are identified and linked to strategic outcomes, clearly defined and are measurable.
