This is a key strategic role leading on the Tower Hamlets Strategic Plan 2022-2026 and the annual delivery plan.

 

Duties:
To lead work on the delivery of the council’s strategic plan as the liaison between the Mayor’s Office and SSP.
To be the key liaison and lead on the Mayor’s Office involvement with OFLOG.
The post holder will play a leadership role outside the organization, maintaining extensive networks across local, national and regional organisations to coordinate and deliver a robust, effective and high-profile work programme as well as sharing innovation and learning, specifically relating to the Mayor’s strategic and policy ambitions. Oversee the monitoring of delivery and the progress of policy implantation. The post holder will provide a high degree of support to the Mayor and Cabinet Members in all matters relating to Strategy and Policy. The post holder reports to the Senior Policy Advisor and will assist on all aspects of policy relating to the Mayor’s Strategic and Delivery ambitions.
ROLE REQUIREMENTS:1. Oversee the development and implementation of the Strategic Plan, working with the Senior Policy Adviser; colleagues across Strategy, Policy and Improvement (SPI) and Strategy, Improvement and Transformation (SIT).
2. Lead on the development of high quality strategies, policies and plans drawing on robust evidence and research, working with Colleagues across the borough. This will require the postholder to matrix manage cross disciplinary teams as appropriate in collating multiple sources of evidence, liaising with specialists within and outside the organization and partnership and undertake drafting of strategies; policies and plans as required.
3. The post holder will be required to play a leading role in the selection of priority outcomes for the delivery and monitoring of the Tower Hamlets Strategic Plan 2022-2026 and the annual delivery plan.
4. The post holder will also be expected to play a leading role in ensuring high quality risk and opportunity management within key policy, strategy and delivery priorities
5. Directing research in liaison with colleagues in Data and Performance and the SIT team to ensure objectives are being met; monitored; and key performance targets are reached.
6. The post holder will lead on development and implementation of a wide range of strategies and plans using a programme management approach.
7. Identifying priority outcomes for services in specialist areas and for the Council as a whole 8. Oversee work on the strategic plan for the Mayor’s Office, advising on progress, delays and challenges, as well as solutions.
9. Providing expert advice to the Mayor and Cabinet as appropriate on the development of priority outcomes and identification of strategic risks and opportunities. This will include regular attendance at department meetings as well as corporate management meetings as appropriate to present reports and briefings.
10. Working with the Senior Policy Adviser, provide the interface between the Mayor and SIT on a range of subject matters including public and social policy. 11. Oversee the prediction of and proactive response to changes in the Council’s external policy and regulatory environment.
12. Post holder will be responsible for maintaining a “horizion-scanning function” and briefing the Mayor and Cabinet Members in forthcoming changes to the policy environment. Duties will include managing the response to external changes/ consultations and ensuring the Council is fully compliant with good practice in the field.
13. Oversee the development of briefings and reports for the Mayor and elected members with the focus on the implementation of priorities set out in the Strategic Plan.
14. To maintain extensive external networks and share thought leadership with regard to policy and delivery, innovative practice and new opportunities to ensure the Council and Stakeholders benefit from learning gathered by the post holder.
15. Maintaining external networks and promoting a good understanding of sector developments, innovative practice.
16. Provide policy advice to Scrutiny Committees, Panels, Elected members and Cabinet as required.
17. To work in cooperation with the Senior Policy Adviser on the development and delivery of policy projects
18. Plug into and contribute to the council’s work on equalities, community cohesion and engagement, as well as the voluntary and community sector.
19.To support the Council’s work on external accreditation, recognition and awards. This will include tasks such as preparing submissions for national awards or working on pilot projects for central government.

 

Umbrella hourly rate: £38.98
