PURPOSE OF THE JOB
- To deliver a highly effective finance service that enables the SEND Service to deliver outcomes. Operating efficiently, using existing and new processes and procedures to assist in improving and delivery of service.
- Support the SEND QA Manager by facilitating and maintaining accurate budget monitoring data working closely with finance and using the Oracle Planning & Budgeting tool for the purpose of revenue budget monitoring. Ensuring that SEN pupil placement and funding information for all Lambeth SEN pupils’ remains accurate and up to date.
- To be responsible for the effective management of funding/payments for service providers, including schools, parents and independent providers.
Roles and Responsibilities
- Provide financial support, advice and information to a range of customers and organisations, responding to routine procedural queries as well as non-routine issues and requests, including the co-ordination of payments to service users.
- Work on computerised financial transaction systems and standard software packages to support the delivery of effective budgeting systems throughout the year (including budget profiling).
- Maintain financial systems data for the purpose of budget forecasting and to ensure financial control for agreed funding for SEND children.
- Support the QA Manager by providing support to facilitate the delivery of an efficient and effective service across the SEN Teams. In this regard to take responsibility for conducting regular quality assurance of all SEN Financial data and supporting the development of effective systems to facilitate quality of service delivery across the SEN Team.
- Responsible for the maintaining quality assurance mechanisms to ensure that payments are actioned within agreed time limits.
- Promote effective working relationships with both external suppliers and colleagues i.e. Commissioning and Financial Support to ensure good outcomes.
- Participate and contribute to projects as required, enabling managers to meet their financial and budgetary responsibilities by providing effective financial support and monitoring.
- Pro-actively identify problem areas and work closely with the QA Manager to develop and improve systems and processes.
- Maintaining accurate budget monitoring data working closely with finance and using Oracle and Mosaic Planning and Budgeting tools for the purpose of revenue and budget monitoring.
- Ensure that all SEN pupil placement and funding information for all Lambeth SEN pupils remains accurate and up to date by using the panel outcomes and alerting the team of anomalies or gaps.
- Keep up to date with changes in legislation impacting on the area of special educational needs.
Key Tasks
- To make full and appropriate use of information technology and systems.
- To record costs accurately for the purpose of budgets and planning.
- Ensures that SEN pupil, placement and funding information for all Lambeth SEN pupils remains accurate and up to date using panel decisions to make any changes.
- Ensures that all SEN data is accurately recorded on the SEN database on Mosaic.
- To ensure systems are in place for funding arrangements to ensure consistency and quality of service.
- Supporting the development of effective systems to facilitate quality of service delivery across the SEND Teams.
- To contribute to systems to meet day to day service delivery requirements, ensuring a high level of customer care.
- Adhere to and ensure that the Council’s Corporate values of fairness, respect, excellence, service and honesty are implemented at all times in terms of personal behaviour and service delivery.
- To ensure that the service provided by the SEND Service is carried out with full regard to the Council’s equalities policy.
- To carry out such other duties as may be required from time to time to meet the needs of SEND and Education, Learning & Skills services overall.
