Job Purpose:
- Working within the Development Control Team, you will be responsible for supporting the Highways Development Control Manager in the overall delivery of all highways and development control management, acting as statutory consultee for all planning applications with a transport impact, authorising and monitoring highway works including pre-application advice, construction management plans, travel plans, planning applications, legal agreements through to highways
adoption. - Also supporting the growth of the service including identification and securing of sustainable third-party income through an integrated “One Stop Shop” highways development approach.
- You will deputise for the Highways Development Control Manager and support them in their responsibilities to deliver highways development control activities and planning stakeholder relationship management.
- You will support in the achievement of growth and income targets
including identification and securing of third-party income. - You will also support in highways development control policies and procedures relationship within Planning Services. You will also be responsible for effective customer and stakeholder engagement and awareness, providing customer service excellence at all times.
Key accountabilities:
• Processing of full range of planning application consultations from small development to major regeneration schemes and carrying out transportation assessments for control of development within set time limits, including the assessment of geometric layouts of new developments.
• Processing of highway applications associated with the highway development control process including dealing with S184, S38, S278 applications under the Highways Act 1980.
• Providing transportation, traffic, highway and parking input to the Development Control process, focussing particularly on major sites and areas of strategic, London-wide significance and liaising with other bodies such as Transport for London where required.
• Ensuring the integration of land use and transport policies, taking responsibility for the provision of transport input to Local Development Framework, Area Action Plans and Regeneration priority areas, which set the Council’s future land use strategy.
• Ensuring that the Council meets its obligations with regard to a range of statutory processes including public right of way, road adoptions, and maintenance of the Council’s highway records.
• Maximising financial contributions from development to effectively mitigate the impact on local highway network and transport systems and to help meet the Borough’s long-term transport infrastructure needs. Ensure that appropriate highway works, mitigation measures, S106 requests and legal agreements are put in place. Liaise with the Legal Services regarding planning issues including S106, S278 and other legal agreements.
• Scoping of the requirement for traffic surveys and transport impact studies that may be required for the assessment of planning applications.
• Appraisal of information on behalf of the Highways Authority and determine recommendations, including carrying out junction capacity calculations, network impact assessments and accident audits.
• Review technical documents and studies including transport assessments as part of planning applications, make professional judgements, give advice on the information presented and request additional work where required.
• Attend Planning Committees; Pre-application meetings and provide advice on highway matters associated with planning applications. Liaise with Stakeholders throughout the pre-application process and advise on strategic highway matters.
• Ensure development impacts of the highway are mitigated and developments will be integrated to the sustainable transport network, especially infrastructure for walking and cycling.
• Be responsible for planning matters in relation to highways in coordination with Development Control Management.
• Provide written reports for each application ensuring that national, regional and local advice is followed.
• Lead on the assessment of major planning applications in terms of highways input.
• Provide written professional evidence to support the Highway Authority at Planning Appeals and to attend Planning Hearings as required.
