Processing a range of planning applications, mainly minor and some small-scale majors, in a timely manner, producing robust reports and recommendations to achieve desired and deliverable outcomes.
• Responsible for a designated caseload of applications and related work, to assess and report on planning and other applications and related work appropriate to grade and responsibility.
The type of cases expected to be dealt with at this level is listed below.
This list is not exhaustive and there will be times when cases of a higher or lower complexity will be expected to be completed: o Mainly minor and some small-scale majors
o Complex householders in conservation areas and Green Belt
o Complex conditions o Complex House Conversions
o Simpler Listed Building Applications o Complex Office to Residential Prior Notifications
o Telecom applications
• Be involved with simpler schemes that include the consideration of complex issues (e.g.: affordable housing, viability, Green Belt, etc).
• To prepare reports on planning applications listed above, attend Planning Committees on a regular basis and undertake associated presentations with the support of the lead planning manager.
• To deal with any appeals that are submitted in response to the decision of the Local Planning Authority including the preparation of the Council’s case at written representations stage and/or representing the Council at any Hearings, or Inquiries, arising out of appeals.
• To assist the Council’s Pre-App and Fast-track (PAFT) service by providing pre-application advice to applicants in a timely manner having had regard to, and taking instruction from, colleagues throughout the Council. Involves meeting applicants and writing pre-application reports.
• Contributing to service improvements to achieve cost efficiency and effectiveness whilst project managing your work to ensure KPIs are met/exceeded in terms of timeliness and quality of output, adding value wherever possible.
• Contributing to the delivery and improvement of business management systems, procedures and processes.
• Providing support and guidance to peers and more junior staff to distribute knowledge and ensure contemporary planning issues and legislation are cascaded and understood.
• To have basic working knowledge of trees in relation to both development and the ability to deal with applications relating to tree works in conservation areas and protected trees.
• To have awareness of the Planning Enforcement function of a Local Planning Authority and the work that is undertaken therein.
• Any other tasks commensurate to the role.
