As a member of the Developing Highways team within Development Management team you will support the delivery of the development and implementation of the strategic approach of the service and ensure it supports the wider authority’s strategy to create a flourishing county. The Developing Highways team is tasked with the management of all the Highways and Transport work in regard to new development and liaison and interactions with the Development Management team. This includes the review of planning applications for new developments, giving technical advice and stating required amendments for the potential approval.

Key Responsibilities

 responsible to Planning and Development Services Manager who is in turn responsible for the post holder’s health and safety, training and development.

 expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order to achieve specified outcomes, but will not have direct authority over those involved.

• Responsible and accountable for the performance and use of resources within a clearly defined part of the service area which supports the delivery of key outcomes for local people, achieved by building and maintaining an effective team.

Main Duties

• Deputising, as required, for the Planning and Development Services Manager in his or her managerial, supervisory and reporting duties and contributing to the overall smooth running and effectiveness of the wider team.

 Act as Senior Officer for Developing Highways related matters for Shropshire Council
 Leading and providing professional advice on Highway Development Control (HDC) matters to ensure that the requirements and objectives of the Council are met in respect of all new developments
 Undertake short and long term budget management for this service area and ensure continued focus on best value is achieved.
 Monitoring that site performance inspections are proactively and comprehensively undertaken for all sites across the county
 Represent Shropshire Council and act as Highway Authority at magistrates’ court, public inquiries, planning committee etc.
 Attend meetings with external organisations, meeting with local members, Parish and Town Councils and any other stakeholders.
 Ensure Shropshire Council core strategies are embedded within the service
 Support Highways and Transport service wide asset management strategy
 Communicate with the media on behalf of Shropshire Council.
 Be lead officer in responding to MP’s enquiries, complaints, Freedom of Information requests etc. on behalf of the authority in regards to work within HDC
 Manage the HDC budgets including maximising opportunities for income generation i.e. S38 income offset of contractual costs
 Act as service lead for CIL/S106 spend to ensure its use is appropriate and maximises value for money for the highway
 Through the consultancy contract commission, a number of services including and limited to
o Extent of highway
o Section 38 agreements
o Section 106 agreements
o Section 278 agreements
o Land charges searches
o Highway planning advice
o Stopping up orders
o Technical checks and inspections
 Responsible for ensuring that affective and proactive contract management is undertaken within the Consultancy contract including the issuing of Early Warnings where required
 Liaise with internal colleagues to develop an affective and best value program of work such as Capital Delivery, Development Management, Street Works, Maintenance Teams, Economic Growth, Finance, Legal etc.
 To support the Economic Growth strategy, assist with the development of neighbourhood and place plans
 Regularly reporting on work load, program stages and identification of risk to senior management
 Proactively encourage all developers and agents to engage with Shropshire Council to commence pre planning discussions, with an aim to inform concepts and identify matters for consideration at the earliest opportunity
 Prepare decision reports for the authority’s Members and Senior Officers
 Undertake annual reviews of the service to SMB including contractual, finance and successes of the team
 Manage claims in relation to the Land Compensation Act 1971 in respect of any new development claims
 Keep up to date with local, national and international trends in highway/construction design, developments and business needs and feed best practice into the service highlighting improved outcomes and benefits for Shropshire Council, the community and the environment
 Ensure the development and implementation of processes/changes to legislation through training and service delivery
 Work in accordance with new Code of Practices, Legislation, Guidance etc. and assist the service in ensuring they are imbedded throughout the service
 Develop working relationships and processes with new consultants and contractors as the change in contractor and associated contracts dictate.
 Will through the delegated authority be required where needed to ensure the inclusion of streets into the authority’s street register
