PURPOSE OF THE JOB:
You will undertake an important role in the maintenance of the council’s standards on environmental protection covering noise pollution, light pollution and odour and provide a major contribution to the prevention and resolution of pollution related issues/problems. You will achieve this by advising residents, businesses and others in the borough on everyday commercial related pollution nuisance but also more complex pollution particularly noise nuisance related issues generally.

MAIN AREA OF RESPONSIBILITIES:
● Take the lead for the team to deliver the commitments of the council to appraise planning applications, licensing applications and construction projects for issues relating to noise pollution or nuisance and other pollution nuisance. Make recommendations regarding any conditions to be applied to any application and make decisions as to the issuing of relevant permits as appropriate

● Provide specialist advice on environmental protection and noise pollution matters and the application of legislation to immediate colleagues and those in other departments and agencies.

● Hold a caseload of pollution cases, those normally requiring specialist acoustic related knowledge and experience, such as relating to commercial premises nuisances and applications (Planning etc.).

● Respond to tight deadlines, conflicting priorities and often fast-changing circumstances.

● When undertaking duties, take account of the vulnerabilities of both repeat victims and also those from particular groups. Identify possible cases, make decisions and implement appropriate safeguarding referrals as necessary.

● Put effective and lawful information sharing into practice at all stages of case management; balancing operational need with the data protection and confidentiality considerations.

● Manage as required, the assessment of Temporary Event Notices, making recommendations, and where necessary visit premises or other sites, work in partnership with police and licensing colleagues and attend Licensing Committee meetings in cases of objections being made.

● Be vigilant as to the personal safety of self and colleagues by complying with personal safety principles and reporting issues in order to prevent future negative issues.

● Authorised to enforce the full range of Environmental Protection (Noise, Odour and Pollution) and ancillary legislation allocated to the service unit.

● Undertake outreach work with communities and where behaviours exist that impact upon communities seek to change these behaviours utilising a range of intervention types including but not limited to engagement, notices, seizure and ultimately prosecution action.

● To carry out work associated with corporate quality and initiatives as directed, developing policy and practice along with new systems and work procedures.
● Seek to raise compliance through adopting a collaborative partnership approach with businesses seeking prevention and compliance building opportunities.

● To report on issues affecting the area for which the post holder is responsible, to public meetings, working parties etc. and attend those meetings as required.

● To generally assist and support field staff from all disciplines in the discharge of their duties, providing guidance and support to colleagues and subordinates

● To keep records and make returns either manually or electronically as directed.

● To acquire and apply specialist knowledge in a significant area of service delivery, taking responsibility for keeping up to date with developments, and providing training and guidance to colleagues.

● To communicate in a confident and assertive manner that is in line with established policies, practises and priorities of the Council and maintains and enhances its credibility. To communicate in a way which meets the needs of a diverse audience and in a way that influences effectively

● To liaise at a senior level with Council Officers and outside organisations on matters for which the post holder is responsible

● To keep records and make statistical and other returns in the form prescribed and the frequency required. To use manual and computer-based record systems as necessary.

● To take the lead role on projects from inception to conclusion using project management techniques.
