Job Details
MAIN PURPOSE:
1. To carry out all necessary procedures involved in the making of Traffic Management Orders.
2. To fulfil the Council’s responsibility to comply with the Government’s statutory procedures when making experimental and permanent Traffic Orders under the Road Traffic Regulation Act.
SUMMARY OF RESPONSIBILITIES AND DUTIES:
1. Responsible for all states of drafting and making experimental and permanent Traffic Orders.
2. Responsible for carrying out all stages of consultation with statutory consultees, emergency services, members, interested bodies or individuals as specified in the Local Authority Procedure Regulations.
3. Responsible for advertising the proposed and the finalised Traffic Order as specified in the Procedure Regulations.
4. Responsible for liaison with the Council’s legal section to formalise the Orders.
5. Responsible for undertaking administrative/technical duties, including dealing with technical enquiries and liaising with outside organisations such as the Police, etc.
6. Ensure compliance with agreed procedure regulations and monitoring the progress of all correspondence.
7. Maintain records and arrange distribution as necessary and undertake such things as filing and photocopying.
8. Assist Traffic Engineers with traffic related matters, including the design of small parking schemes.
9. Responsible for carrying out public consultation with Councillors and public on small parking schemes, analysing results and reporting to Portfolio Holder with recommendations.
10. Responsible for maintaining and updating PARKMAP database and Map explorer to enable use by other Council employees.
11. Responsible for updating Traffic Orders to reflect changes in legislation.
12. Any other duties within the scope of the grade as may be required from time to time.
SKILLS & ABILITIES
1. The ability to plan and organise work to meet deadlines without direct supervision.
2. Ability to check work for accuracy and ensure all elements of a task are completed.
3. Ability to maintain control in a difficult situation and adopt a responsive approach to work.
4. Ability to communicate effectively both orally and in writing with a wide range of people at all levels, including the public.
5. Ability to read and understand scale drawings/maps.
6. Keyboard skills and working knowledge of Microsoft Word.
7. Be self-motivated.
KNOWLEDGE
Knowledge of Local Authority practices in a technical environment is desirable
EXPERIENCE
1. Experience of word processing and computer databases – in particular, Microsoft Word is desirable.
2. Experience of working with scale plans is desirable.
3. Experience in using PARKMAP and Map Explorer (essential).
4. Ability to design small parking schemes.
5. Report writing (essential).
