London of borough Haringey are looking for an trading standards officer To oversee the management of joined up enforcement activities across the whole borough, provide management advice, guidance and support throughout Community Safety and Enforcement in all matters related to Trading Standards.

 

  1. To independently carryout all the duties of a Trading Standards Officer and take the lead in regulating and enforcing complex cases to resolve any identified non-compliances. This may include seizure, weights and measures inspections, initiating licensing reviews, preparation and service of simple cautions and prosecution report, attend court proceedings and delivering evidence in the event that statutory action is taken for non-compliance.
  2. Contribute to the formulation of the authorities service objectives and strategies
  3. Through working in partnership with internal and external partners and directly managing a team of staff, co-ordinate a range of enforcement activities to tackle any trading standards issues.
  4. Liaise with and provide feedback to Citizens Advice Consumer Service ensuring the efficient operation of the consumer complaint and enquiry referral service. Review protocols as required.
  5. Review all complaints, enquires and requests for action received by the Trading Standards Service from consumers, business and other agencies. Determine those, which are appropriate for investigation according to risk and resource levels. Allocate work to team members taking account of relative workloads and current priorities, provide feedback to management on team performance as required.
  6. Carrying out the role of Local Intelligence Database Manager: analysing intelligence using Intelligence Operating Model ,disseminating intelligence to interested parties, approving intelligence submissions as required by the service, and ensuring that the legal and operational integrity of the intelligence database is maintained.
  7. Contribute to the development of novel and specific operational strategies both reactive and proactive and identify priorities for action relevant to Trading Standards risks affecting consumers and legitimate business throughout the whole Borough.
  8. Work in partnership with Trading Standards Authorities regionally on cross border and national issues.
  9. Manage staff  as required on projects and operations and through a robust performance management framework ensure that a high level of performance is delivered, staff are accountable and that learning and development is embedded within the service
  10. Advise on any proposed changes and the application of Trading Standards legislation and investigative techniques including support on Police and Criminal Evidence Act, Criminal Procedure and investigations Act requirements and other legislation impacting the investigator.
  11. Providing technical advice to team manager and other teams on the requirements of Trading Standards Law including assisting with drafting responses to Members enquiries and Freedom of Information Act Requests.
  12. Designing operational procedures, protocols, documentation and recording systems as required on an ongoing basis to ensure an effective and legally compliant Trading Standards Service.
  13. Working collaboratively through proactive engagement with colleagues and partners to research, identify and evaluate new operating models or good practice and secure continuous improvement in service delivery and or reduction in Unit costs.
  14. Facilitate access for team members to all National Databases to which Trading Standards subscribe including liaising with partner agencies.
  15. Prepare Committee Reports and briefings, attend Committee meetings and advise the Councils Senior Officers/Members as required.
  16. To devise delivery plans, bid for funding, manage project budgets and supervise work plans for the delivery of project-based work, including budget projections, reports and briefings.
  17. Write content for the services website on Trading Standards operational work.
  18. To deputise in the absence of the Team Manager
