PURPOSE OF THE JOB
1. To manage the design, delivery, management and maintenance of highways infrastructure services or projects, and to co-ordinate officers and contractors to deliver them effectively and efficiently in accordance with Council’s policies and best professional practice and legislation and within the required time cost and quality constraints.

2. To oversee reactive maintenance and winter maintenance regimes or to oversee the detailed design and implementation of projects

PRINCIPAL ACCOUNTABILITIES

3. To provide and manage the design, build and maintenance services and to manage operations for highways infrastructure in accordance with corporate plans and aspirations and all appropriate regulations.

4. To work and supply services in accordance with Construction, Design and Management (CDM) 2015 regulations and to comply with Health and Safety at Work requirements with regard to contracts, contractors on site and contract specifications.

5. To undertake design of engineering works including identification of technical options, taking in to account appropriate contract specifications, design manual and the latest developments in the fields of engineering.

6. To supervise term contract and contractors in accordance with applicable contract law, appropriate regulations and local terms, conditions and specifications, including preparation of contract documentation such as task orders and KPI monitoring reports.

7. To organise surveys, site inspections and data capture exercises of various kinds, to evaluate, monitor and track asset and stock condition. Prepare and provide technical advice and guidance on the findings.

8. To manage and monitor assigned revenue and capital budgets including preparation of management reports which include works costs, commitments and projections.

9. To prepare for all stakeholders, reports, briefings and communications detailing information and guidance in relation to highway projects or infrastructure.

10. To manage and monitor asset inventory, attributes, condition and valuations in accordance with code of practices and guidance.

11. Responsible for planning and delivering quality checks in relation to services within the framework of quality management and contract specification, including checking and approval of consultant and contractor designs, accounts, etc

12. To operate a range of engineering software in relation to design, construction, project management and asset inventories.

13. To manage and supervise technical staff plus additional agency staff/ consultants as required on a project basis, and to deputise for line manager as required.

14. To comply with customer care guidelines and initiatives and carry out all duties in accordance with the Council’s equal opportunities policy.

JOB CONTEXT
15. The post is located in the Highways Division and the postholder reports to the
Principal Engineer or Engineering Services Manager or Structures Manager

16. Highways division is part of the Council’s Environment Directorate and and Environment and Leisure department and acts as Highway Authority

17. The postholder will be expected to represent the Council with external agencies, residents and other stakeholders and will be expected to work with other divisions and departments

18. Occasional attendance out of normal working hours eg at Council meetings and site visits

19. Management and monitoring of financial and other records, agreeing accounts with contractors

20. Financially responsible for capital projects up to £1m. Responsible for up to 2 staff and management of contractors and consultants as required

21. Support for the Council’s diversity, Respect at work and other people-related policies

22. Certain but not all posts will require working in confined spaces which requires specialist training and the use of specialist equipment

Experience:
5. Experience of supervising in a term contract. E I
6. Experience of supervising responsive maintenance regimes I

9. Of using Microsoft Office software including Word, Excel and Outlook E I
