About the Role

We are seeking an experienced Chartered Building Surveyor with strong Project Management and Contract Administration expertise to play a key role in delivering a high-impact residential programme.

This role is central to a major initiative to improve the lives of children and young people in residential care by increasing the quality, suitability, and availability of homes. You will lead the acquisition, refurbishment, and delivery of up to 10 children’s homes, ensuring high standards, regulatory compliance, and long-term sustainability.


Purpose of the Role

  • Deliver a pipeline of high-quality residential care homes
  • Improve outcomes for children through better living environments
  • Support Ofsted-compliant, fit-for-purpose homes
  • Drive value through effective acquisition, lifecycle management, and cost control

Key Responsibilities

Pre-Acquisition

  • Identify and assess property opportunities on a rolling basis
  • Maintain and manage acquisition trackers and reporting tools
  • Collaborate with Local Authorities and Service Providers to shortlist sites
  • Lead property viewings and suitability assessments
  • Present recommendations to governance boards for approval

Due Diligence & Acquisition

  • Commission and manage:
    • RICS Level 3 surveys
    • Valuations
    • Legal and planning due diligence
  • Oversee conveyancing through to completion
  • Prepare Board reports and secure approvals

Post-Acquisition Delivery

  • Lead onboarding of acquired properties across internal teams (Estates, Finance, Utilities, Insurance)
  • Manage external consultants for:
    • Measured surveys
    • Concept design
    • Planning and Building Regulations
  • Develop and approve detailed Descriptions of Works (DOW)
  • Prepare full tender documentation

Refurbishment & Project Delivery

  • Lead end-to-end project delivery of refurbishment works
  • Manage:
    • Cost control and value engineering
    • Programme delivery
    • Risk and quality assurance
  • Administer contracts (JCT), including:
    • Variations
    • Interim valuations and payments
    • Practical Completion certification
  • Chair site meetings and manage contractor performance
  • Act as the technical lead for all project queries and RFIs

Procurement

  • Procure and manage Property Consultants
  • Lead contractor procurement via frameworks and mini-competitions
  • Ensure compliance with procurement regulations and governance

About You

  • MRICS qualified (essential)
  • Proven experience in:
    • Building surveying (including Level 3 surveys and valuations)
    • Project management of refurbishment or residential schemes
    • Contract administration (JCT contracts)
  • Strong knowledge of:
    • Planning and building regulations
    • Property acquisition and due diligence processes
  • Experience working with public sector, local authorities, or social care projects (desirable)
  • Excellent stakeholder management and communication skills
  • Passion for delivering social value and improving outcomes for young people
