PURPOSE AND OBJECTIVES OF THE JOB

 

To undertake and carry out all types of Fire risk Assessments and fire Safety Advise to Schools and Public Buildings and carry out DDA surveys.

 

Manage post fire Risk Assessment construction works from tender production to execution and completion of works on site

 

To assist the Senior Statutory Compliance Surveyor to deliver high quality services with specific responsibilities for Fire Risk assessment and Building surveying section of Technical & Building Surveying

Responsibilities

 

The postholder must –

 

  • Ensure that all Parts of Regulatory reform (Fire Safety) order 2005 are conformed too and implemented
  • Ensure all concerned are updated and kept informed of all changes and amendments
  • Ensure that a full programme of Fire Risk Assessments (FRA) covering both Public and educational Building are recorded and stored on appropriate database
  • Ensure that all FRA surveys post survey adaptation works for Public and educational Building are recorded and stored on appropriate database
  • Perform his/her duties in accordance with Rochdale Council’s Equality and Diversity Policy.

Principal Duties

 

  1. To complete fire risk assessments to comply with legislative requirements and to record details on the Council’s asset database.
  2. Ensure close working relationship with the Access Audit Building surveyor is formed
  3. To monitor, regularly review and update fire risk assessments.
  4. To liaise with appropriate managers and ensure that any necessary corrective action or remedial works arising from fire risk assessments are completed within agreed timescales.
  5. To develop and co-ordinate a prioritised programme of work for fire risk assessments and assist with the production of a phased programme for any resultant remedial work/action.
  6. To provide professional advice on fire safety matters and on compliance with Fire Safety legislation to a range of managers across the broad spectrum of Council activities.
  7. To carry out fire safety audits of any Council occupied premises.
  8. To undertake surveys and produce outline building layout sketches where required.
  9. To provide fire safety advice on new buildings or alterations to existing ones in terms of fire resisting structures and safe means of escape.
  10. To give advice on the use of fire fighting equipment, fire evacuation procedures and the provision of fire systems such as alarms, sprinklers, emergency lighting etc.
  11. To inspect and check disabled access/evaluation procedures, as required.
  12. To liaise with Building Managers, Building Control, the Fire Service and licensing authorities as required.
  13. To liaise with other Council officers, eg Insurance and Risk Management to assist in minimising losses from fire and improve property protection.
  14. To keep abreast of all current and proposed fire related legislation including best practice and advise managers.
  15. To plan, prepare and deliver training for Building Managers and Fire Wardens on fire awareness, the day-to-day management of fire safety in premises and any other relevant activities, as required.
  16. To assist with the production of Tender documents and liaise with any consultants employed to undertake fire risk assessments and monitor their performance.
  1. To assist with the maintenance and management of the Council’s Asset Management databases and contributory systems.
  2. To ensure FRA data collection systems and records are used and maintained accurately and efficiently.
  3. To enter, manipulate, validate and maintain the integrity of FRA data on the database.
  4. To provide data/information and detailed reports of inspections, assessments and of work required, for compliance with Current Fire Safety legislation, to the Line Manager, Building Managers and the Council’s Asset Management Group as requested.

 

Secondary Duties

 

  1. To provide technical advice/assistance, information and guidance on any issues relating to the definition of client needs and requirements within the function of planned maintenance and contract works. assist in the provision of technical advice, assistance, information and guidance on any issues relating to the definition of client needs and requirements
  2. To supervise contracts and monitor progress as well as maintain quality control and cost control standards in the implementation of all work relating to planned maintenance and contract works.
  3. To maintain and monitor safe and responsible working methods in accordance with legal requirements.
  4. To assist in the planning and programming of annual cycles of work, surveys and work programmes.
  5. To assist in monitoring budgets including those budgets allocated to the Section.
  6. To maintain contact with the Senior Statutory Compliance Surveyor advising him/her of key issues and problems arising from the management of planned maintenance and contract works.
  7. Drafting Specifications and Estimating
  • Preparation of schedules of work following site inspections.
  • Preparation of Tender documents including specifications.
  • Estimation of costs of work.
  1. Supervision/Checking
  • Supervision of contractors on site.
  • Contract administration including issuing of site instructions to contractors for works.
  • Reporting to senior staff on performance of contractors.
  1. Client/Other Liaison
  • Responding to client requirements.
  • To deal with complaints from public/other.
  1. Management of Contractor Performance/Quality Control
  • To ensure high standards of workmanship by contractors.
  • To ensure completion of contracts within period allowed.
  • To prepare schedules of defects and ensure remedial action is carried out by contractors.
  • To ensure all works are carried out safely in accordance with relevant legislation and statutory requirements.

11    To participate in Council programmes of in-service training as a trainee and when required as a trainer

facilitator    .

12    To undertake such other duties and responsibilities of an equivalent nature as may be determined

from time to time by the Service Head (or nominated representative) in consultation with the

postholder (and if he/she so wishes, with his/her Trade Union representative).

Fire Risk Assessment Qualification to FPA Standards  (or an equivalent Fire Risk Assessment related Qualification) and working towards a:

 

BTEC HNC  Building construction Qual/Studies, together with:-

 

Substantial  relevant experience and knowledge of the following:

·         Supervising, administrating and monitoring of contracts/works and evaluating contractor performance.

Undertaking surveys/audits
