Responsible for:       A small team of staff working on programme delivery

and project support for the Family First Partnership

Programme, including partner engagement and

coordination of some work strand activities. Up to five

Project Support staff up to 5 at ME8/9

Umbrella Rate: £31.78

Hybrid – 3 days in the office

MAIN PURPOSE

  1. To manage key strands of the transformation programme and projects across the Family First Partnership Programme in accordance with the programme guidance
  2. To provide full programme support to the FFPP Programme Lead, ensuring pace, accuracy and deliverables in accordance with agreed plans and terms and conditions of grant funding
  3. To be accountable and provide effective and high-level coordination, development and management of the Council’s Family First Partnership Programme, working across a complex landscape of stakeholders, including families
  4. To ensure that quality services are implemented across the multi-agency partnership and are provided in an appropriate and timely manner in order to achieve excellent outcomes for children, young people and families, working towards outstanding in inspections.
  5. To ensure that implementation of the programme is designed and developed in partnership with families, other agencies and organisations, maximising the potential for the avoidance of high-cost statutory services, reduction in public sector costs and achieving better outcomes for children, young people and families
  6. To be the lead on the various aspects of the Family First Partnership Programme implementation including the following areas
  • Workforce development
  • Coordination of work strand activities and outputs
  • Stakeholder communication and engagement
  • Project delivery including report preparation, presentations to multi agency partners, implementation of ‘test and trial’ approaches.
  1. To manage human, infrastructure and financial resources efficiently and effectively ensuring value for money and evidence-based practice in the provision of educational, social and health outcomes for children and families.

  1. To work as part of a wider FFP Programme team in the delivery of a range of childhood/family services, pilots and projects to improve the well-being of children and young people and reducing inequalities.

 

Main Duties and Responsibilities

 

  1. The post holder has project and programme responsibility for delivering the undertakings set down with the FPP Delivery Plan monitored through grant funded arrangements set down by the Department for Education to achieve cost effective, impactful preventative support services.  This will be achieved in accordance with programme priorities and objectives.
  2. To manage and coordinate a range of meetings and partnerships, to meet the FFPP priorities, providing specialist and high-level expertise in these areas
  3. As directed, to work with a range of council services, commissioned services and partner agencies to develop joint and new approaches that achieve the identified priorities and objectives whilst reducing duplication and cost and delivering coordinated, evidence-based children and family centred services and interventions.
  4. To support the development of a robust, secure and response to Children’s Social Care reforms which are fully compliant with DFE funding and delivery plan requirements, enabling the delivery of safe and effective interventions and services to improve outcomes
  5. To work in partnership at all levels across the local authority and externally with families, statutory partners, VCFSE and commissioned services, to achieve a greater focus on ‘rebalancing the system’ towards earlier intervention.
  6. To support and coordinate the production and implementation of task and finish approaches, in line with FFPP expectations
  7. To assist in the monitoring of all aspects of the project plans in accordance with national transformation programme and local requirements.
  8. To take responsibility for promoting and safeguarding the welfare of children and young people through all programme approaches, ensuring that all partners are familiar with the work of the Merton Safeguarding Children’s Partnership and its functions.
  9. To ensure the principle of co-production is embedded across all areas of work so that strategic design and performance management is influenced by key stakeholders.
  10. Responsible for line management of project support staff including recruitment, appraisal, discipline procedures and all other HR responsibilities
  11. To assist in the management of budgets and resources in line with financial regulations, finance policies and procedures ensuring value for money and securing efficient and cost-effective use of all resources
  12. To provide programme and project management and coordination across all aspects of the work, embedding a performance culture that inspires a sense of purpose and celebrates the strength of the cultural diversity of Merton and of the workforce and challenges discriminatory behaviours
  13.  Ensure that the services are provided effectively and that all aspects of the work meets legislative requirements and Council policies and procedures and are underpinned by robust working guidance and protocols and all staff are trained and supported to always implement these.
  14. Drive the development of integrated practice and whole family working approaches within and across teams, for the benefit of children, young people and their families.
  15. To champion the messaging about reform implementation through established channels, keeping up to date with new developments in appropriate fields and contributing to transformation workshops, seminars and/or conferences.
  16. To work flexibly and to undertake any other duties and responsibilities, including taking lead responsibility for projects and issues, as required by the FFPP Lead.
