Work Pattern: 36 hours a week, (9am till 5pm) (Mon – Fri)
PAYE Pay Rate: 361.70 per day
Job Purpose
To provide professional estates management services across the Council’s property portfolio, including commercial properties, operational buildings, strategic land holdings and development sites.
The role will manage day-to-day property matters, maximize rental income and occupation, ensure compliance with legislation and support the Council’s Asset Management Strategy and corporate landlord model.
Key Responsibilities
- Manage the day-to-day estate management of Council property assets.
- Manage tenancies, lettings, leases, licenses, assignments and subletting.
- Deal with rent collection, arrears, debt management and income recovery.
- Negotiate with tenants, professional advisers, contractors and other stakeholders.
- Provide advice on Landlord and Tenant Law and property management matters.
- Manage dilapidations, service charges, insurance claims and rating matters.
- Support the marketing and letting of vacant Council properties.
- Prepare property particulars and assist with tenant selection.
- Inspect land and buildings and address unauthorized occupation or use.
- Liaise with Facilities Management and Building Surveyors regarding repairs, compliance and health and safety.
- Maintain accurate property records and update the Council’s Asset Management System.
- Provide professional property advice to Council officers, Members, committees and working groups.
- Prepare reports and briefing papers where required.
- Work closely with Legal, Finance, Housing, contractors, consultants and external agencies.
- Contribute to the Council’s Asset Management Strategy and service improvement initiatives.
- Support the management and reconciliation of service charge expenditure.
- Ensure compliance with Council policies, procurement procedures, financial regulations and relevant legislation.
- Identify opportunities to improve services, increase income and maximize the value of Council property assets.
Essential Requirements
- Degree or equivalent qualification in Estates Management, Property or a related subject.
- Minimum 3 years’ post-qualified experience in Estates Management.
- Minimum 3 years’ experience in property case management.
- Strong knowledge of Landlord and Tenant Law.
- Experience managing commercial leases and licenses.
- Experience with rent, income recovery, service charges and property-related financial matters.
- Strong negotiation and influencing skills.
- Excellent communication and stakeholder management skills.
- Ability to analyze and explain complex property information.
- Strong numerical and IT skills.
- Ability to manage competing priorities and meet deadlines.
- Understanding of Local Authority governance and financial procedures.
- Full UK driving license and access to a vehicle.
- Ability to inspect land and buildings and travel as required.
Desirable
- RICS membership.
- Experience working within a Local Authority.
- Experience of change management and service improvement.
- Management or business qualification/equivalent experience.
