Work Pattern: 36 hour per week,  Mon – Fri

PAYE Pay Rate: 21.41 per hour

Role Purpose

To carry out stock condition surveys across the Council’s housing stock, updating asset management records and identifying repair, maintenance and improvement requirements. The role involves property inspections, data collection, reporting and supporting planned works programmed.

Typical Day

  • Visit Council properties and carry out stock condition surveys and inspections.
  • Assess property condition against Decent Homes Standards and HHSRS.
  • Identify defects, required repairs and potential improvement works.
  • Inspect communal areas, blocks, footpaths and estate boundaries.
  • Carry out fire safety assessments and identify any urgent issues.
  • Prepare outline schedules of work and provide information for costings and planned programmed.
  • Record and upload survey findings into the asset management system in real time.
  • Deal with queries relating to surveys and collected data.
  • Liaise with residents, contractors, consultants and internal Council teams.
  • Prepare reports, validate data and attend meetings where required.

Key Responsibilities

  • Carry out stock condition surveys and property inspections across Council-owned and leased properties.
  • Assess properties against Decent Homes Standards and HHSRS requirements.
  • Identify defects and prepare outline schedules of work and budget cost information.
  • Inspect communal areas, estate boundaries, footpaths and blocks of flats.
  • Carry out periodic fire risk assessments of blocks of flats.
  • Identify urgent repairs and ensure they are referred for appropriate action.
  • Undertake ad hoc surveys, including Right to Buy and EPC-related surveys.
  • Accurately record and upload survey information to the asset management system.
  • Maintain accurate records, validate data and prepare reports.
  • Liaise with residents, contractors, consultants and internal Council teams.
  • Attend meetings and support continuous improvements to surveying processes.

Key Skills

  • Stock condition surveying and property inspection.
  • Strong knowledge of Decent Homes, HHSRS and energy efficiency measures.
  • Good understanding of construction, building maintenance and M&E installations.
  • Knowledge of Building Regulations, Fire Safety, CDM and Health & Safety legislation.
  • Strong report writing, communication and stakeholder management skills.
  • Confident using Microsoft Office, databases, spreadsheets and asset management systems.
  • Ability to manage workloads independently and meet deadlines.
  • Strong customer service and problem-solving skills.

Essential Requirements

  • HNC, HND or degree-level qualification in Building, Construction or a relevant discipline, or equivalent experience.
  • Minimum 3 years’ experience in building design, maintenance or stock condition surveying.
  • Experience maintaining records, using databases/spreadsheets and producing reports.
  • Current UK driving license and access to a vehicle.
  • Ability to access buildings, construction sites and rough ground.
  • Ability to work flexibly, including occasional evening meetings.
