About the Role

The London Borough of Hillingdon is looking for an experienced Anti-Social Behaviour (ASB) Complex Case Officer to take the lead on the management of complex and high-risk ASB cases across the borough.

You will manage cases involving persistent or serious anti-social behaviour, tenancy breaches, vulnerable residents and, where appropriate, domestic abuse. You will be responsible for investigating complaints, assessing risk, gathering evidence and taking proportionate enforcement action through to resolution.

This is a specialist role requiring strong ASB enforcement, housing, safeguarding and legal casework experience.

Key Responsibilities

• Manage an allocated caseload of complex and high-risk ASB cases from investigation through to resolution.
• Investigate complaints and gather high-quality evidence, statements and supporting information.
• Undertake interviews and risk assessments with victims, witnesses and perpetrators.
• Develop appropriate action plans and interventions to address ASB and tenancy breaches.
• Take proportionate formal enforcement action where required.
• Prepare cases and evidence for legal proceedings, including injunctions, possession proceedings, Closure Orders and Community Protection Notices.
• Prepare witness statements, case files, notices and other legal documentation.
• Work closely with Legal Services and attend County and Magistrates’ Courts when required to present evidence.
• Work in partnership with the Police, safeguarding teams, Community Safety, housing services and external agencies.
• Identify and manage safeguarding concerns involving children, adults and vulnerable residents.
• Support domestic abuse cases, including undertaking or contributing to DASH risk assessments and MARAC processes.
• Make appropriate referrals to specialist services including mental health, drug and alcohol and domestic abuse services.
• Identify residents at risk of tenancy failure and develop interventions to support tenancy sustainment.
• Use preventative and early-intervention approaches to reduce ASB and promote positive behavioural change.
• Maintain accurate, detailed and GDPR-compliant case records.
• Attend community meetings and resident forums where required.
• Provide specialist advice and guidance to colleagues on ASB, domestic abuse and enforcement matters.
• Keep up to date with changes to legislation, statutory guidance and best practice.
• Contribute to service improvement, policy development and continuous improvement initiatives.

Enforcement & Legal Experience

The successful candidate will be confident using a range of ASB and housing enforcement measures, including where appropriate:

• Community Protection Warnings and Notices
• Injunctions
• Closure Orders
• Notices Seeking Possession
• Demotion notices
• Possession proceedings
• Other tenancy enforcement remedies

You will also need to understand evidential requirements and be confident preparing cases for court and giving evidence when required.

About You

We are looking for someone with substantial experience managing complex ASB cases within a local authority, housing association or social housing environment.

You should have:

• Proven experience managing complex and high-risk ASB cases.
• Strong experience of ASB and tenancy enforcement.
• Experience preparing cases for legal action and/or court proceedings.
• Knowledge of relevant ASB and housing legislation.
• Experience working with vulnerable residents and managing safeguarding concerns.
• Knowledge or experience of domestic abuse and DASH risk assessments.
• Strong partnership-working skills with Police, Legal Services and other agencies.
• Excellent communication, negotiation and conflict-resolution skills.
• The ability to deal confidently with challenging behaviour and difficult conversations.
• Strong investigation, evidence-gathering and report-writing skills.
• The ability to prioritise and manage a demanding caseload independently.
• A professional and proportionate approach to enforcement and risk management.
• Good IT and Microsoft Office skills.

Qualifications & Requirements

• Relevant qualification such as an NVQ, Diploma, degree or equivalent experience.
• Evidence of continuing professional development.
• GCSE English and Maths or equivalent.
• Full UK driving licence and access to a vehicle.
• Willingness to attend occasional out-of-hours meetings or visits where required.

What We’re Looking For

The ideal candidate will be an experienced ASB/Enforcement professional who can confidently manage a case from initial complaint and investigation through to enforcement and, where necessary, court proceedings.

You will need to balance firm and proportionate enforcement with support for vulnerable residents, working collaboratively with partner agencies to reduce risk, resolve ASB and support long-term tenancy sustainment.
