Responsible For:
Managing and monitoring contractors and consultants (up to 7) delivering housing repairs, maintenance, and investment services.
Job Purpose
The Building Maintenance Surveyor is responsible for ensuring that responsive repairs, planned maintenance, and housing investment works are delivered to a high standard, in line with agreed specifications, statutory requirements, health and safety standards, and customer expectations.
The postholder will support the delivery of high-quality housing services by inspecting completed works, managing contractor performance, preparing technical specifications, monitoring compliance, validating costs, and improving resident satisfaction.
The role will also support the delivery of asset management objectives, stock condition assessments, new-build handovers, and specialist installation works across the council’s housing stock.
Key Responsibilities
Repairs Inspection and Quality Assurance
- Carry out post-inspections of responsive repairs to ensure works meet contractual specifications, quality standards, health and safety requirements, and resident expectations.
- Identify defects, poor workmanship, and incomplete works, ensuring contractors complete remedial actions where required.
- Monitor repair performance and contribute to improving service quality and customer satisfaction.
- Diagnose building maintenance issues and recommend appropriate repair solutions.
Contractor and Consultant Management
- Supervise contractors and consultants on-site to ensure effective, efficient, and safe delivery of maintenance and investment works.
- Monitor contractor performance against agreed standards, programmes, and key performance indicators.
- Work collaboratively with contractors, consultants, residents, and internal teams to resolve issues and achieve successful project outcomes.
- Challenge poor performance and support continuous improvement within the repairs service.
Building Surveys and Technical Assessments
- Carry out property inspections to assess repair requirements and prepare detailed specifications, schedules of work, and scopes of service.
- Undertake stock condition surveys and update property records with accurate information relating to building components and condition.
- Inspect housing assets, including garages and communal areas, to identify improvement and refurbishment requirements.
- Support planned maintenance and capital investment programmes through technical advice and site inspections.
New Build and Specialist Works
- Inspect new-build housing developments to ensure properties are handed over free from defects and meet required quality standards.
- Monitor specialist installation works, including fibre broadband infrastructure and mobile telecommunications equipment, ensuring compliance with quality and fire safety requirements.
- Ensure works carried out on council housing stock do not compromise building safety or resident wellbeing.
Financial Monitoring and Value for Money
- Review and validate contractor invoices to ensure completed works are accurate, appropriate, and provide value for money.
- Support budget monitoring and efficient use of repair and investment resources.
- Ensure works are delivered within agreed financial and contractual requirements.
Resident and Stakeholder Management
- Work closely with residents, leaseholders, resident groups, councillors, and partner organisations to improve customer experience.
- Provide technical advice and communicate clearly with residents regarding repair works, progress, access arrangements, and property matters.
- Investigate and respond to complaints, enquiries, and correspondence relating to housing maintenance services.
- Support effective resident engagement and promote confidence in the repairs service.
Alterations and Leaseholder Advice
- Provide advice to tenants and leaseholders regarding proposed alterations, improvements, and property changes.
- Assess applications, provide approvals where appropriate, and ensure conditions reflect landlord responsibilities and regulatory requirements.
Compliance, Health and Safety and Risk Management
- Ensure all works comply with council procedures, statutory obligations, building regulations, health and safety requirements, and relevant housing legislation.
- Monitor risks associated with responsive repairs, planned maintenance, and capital works programmes.
- Promote safe working practices among contractors and ensure safeguarding responsibilities are considered when working with residents.
- Maintain awareness of data protection, GDPR, equality, customer care, and information governance requirements.
Reporting and Service Improvement
- Prepare technical reports, performance updates, and briefings for internal and external stakeholders.
- Support delivery of Repairs and Investment service objectives, performance indicators, efficiency targets, and productivity measures.
- Contribute to developing and improving policies, procedures, and processes that support effective housing maintenance services.
- Represent the service at meetings, panels, committees, and stakeholder forums when required.
- Deputise for the Quality and Performance Manager when required.
Skills and Experience Required
Essential Experience
- Experience working within building maintenance, housing repairs, property surveying, or asset management.
- Experience inspecting building works and assessing quality standards.
- Experience managing contractors and monitoring repair or maintenance programmes.
- Experience preparing specifications, scopes of work, and technical reports.
- Experience dealing with residents, customers, complaints, and stakeholders.
Technical Knowledge
- Good understanding of residential building construction and maintenance.
- Knowledge of housing repairs processes, planned maintenance, and asset management principles.
- Understanding of health and safety requirements, building regulations, and compliance standards.
- Ability to assess workmanship, defects, and repair solutions.

Role Summary
