Job Title: Building Safety & Compliance Manager

Job Purpose

To act as the Council’s lead officer for housing building safety and statutory compliance, ensuring all council-owned residential properties are safe, compliant, and well managed in line with relevant legislation. The role provides expert technical advice on fire safety, building safety, and housing compliance to colleagues, senior leaders, residents, and contractors.

Key Responsibilities

  • Lead on building safety and compliance across the Council’s housing stock, including high-rise residential buildings
  • Ensure compliance with relevant legislation, including the Building Safety Act 2022 and Fire Safety Act 2021
  • Oversee key housing compliance areas including fire safety, asbestos, gas, electrical safety, legionella, and lifting equipment
  • Manage and monitor fire risk assessments, remedial actions, and safety case requirements
  • Maintain accurate building safety records and ensure the “golden thread” of information is up to date
  • Provide technical advice, guidance, and training to staff, senior leaders, and stakeholders
  • Manage contracts and procurement for compliance-related works and services
  • Engage with residents on safety matters, ensuring clear communication and transparency
  • Lead and manage the Health & Safety/Compliance team to ensure effective service delivery
  • Produce reports and performance updates for senior management and support strategic decision-making

Key Requirements

  • Significant experience in housing compliance, building safety, or property management within a local authority or social housing setting
  • Strong knowledge of relevant housing and fire safety legislation
  • Experience managing contractors and compliance programmes
  • Excellent communication and stakeholder engagement skills
  • Relevant professional qualification (e.g. NEBOSH, fire safety, housing or surveying qualification) desirable
  • Strong leadership, analytical, and organisational skills
