Job Title: Building Safety Liaison Officer

Role Purpose

To support the delivery of the Council’s building and resident safety objectives by leading effective resident engagement across Higher-Risk Buildings (HRBs) and other housing stock. The postholder will act as a key point of contact for residents on building safety matters, ensuring compliance with the Building Safety Act 2022, Fire Safety (England) Regulations 2022, and associated legislation.

Key Responsibilities

  • Implement and support resident engagement strategies to meet statutory building safety duties.
  • Act as a primary contact for residents regarding fire and building safety concerns, providing clear advice and guidance.
  • Coordinate the development, completion, and review of Residential Personal Emergency Evacuation Plans (RPEEPs) for vulnerable residents.
  • Maintain accurate building and resident safety data to support Building Safety Case requirements and regulatory reporting.
  • Conduct property inspections relating to fire safety, damp and mould, and hazards under HHSRS, ensuring appropriate follow-up actions.
  • Respond to resident queries and complaints in a timely and professional manner, identifying service improvements where appropriate.
  • Promote fire and building safety awareness through meetings, campaigns, and inclusive engagement activities.
  • Work collaboratively with internal teams and external stakeholders to identify practical and cost-effective safety solutions.
  • Monitor compliance information relating to lifts, fire safety equipment, secure information boxes, and building safety documentation.

Person Specification (Summary)

  • Experience in resident consultation and engagement, ideally within social housing or building safety.
  • Knowledge of building and fire safety legislation, including duties relating to Higher-Risk Buildings.
  • Strong communication and interpersonal skills, with the ability to produce clear written information.
  • Ability to manage a varied workload and prioritise effectively.
  • Proficient in IT systems and accurate record-keeping, with awareness of data protection requirements.
  • Ability to build effective relationships with residents, colleagues, and partner organisations.

  • Workstyle: Roaming (approximately two days onsite per week).
  • Basic DBS check required.
