Building Surveyor

Department: Housing & Asset Management
Reports to: Senior Building Surveyor

Role Purpose

To provide professional surveying and technical services for the inspection, diagnosis, and delivery of building repairs, maintenance, and refurbishment works across council housing. The role manages projects from initial survey through to completion, ensuring works are delivered safely, on time, within budget, and to the required quality standards.

Key Responsibilities

  • Conduct property inspections, condition surveys, and structural assessments to identify repair and maintenance needs.
  • Prepare specifications, schedules of work, drawings, and cost estimates for building repairs and refurbishment projects.
  • Manage projects from inception to completion, including programming works and supervising contractors on site.
  • Ensure all works comply with relevant legislation, health and safety regulations, and housing standards.
  • Monitor contractor performance and take appropriate action to address delays, quality issues, or contractual matters.
  • Manage project budgets, approve contractor payments, and maintain accurate financial records.
  • Provide technical advice to internal teams, residents, and external stakeholders on building repairs and maintenance.
  • Ensure vacant properties are brought up to the council’s lettable standard before new tenants move in.
  • Carry out energy assessments and support improvements to building energy efficiency where required.
  • Prepare reports, maintain project records, and contribute to service improvement initiatives.

Skills and Experience

  • Relevant building qualification (minimum HNC or equivalent).
  • Experience in building repairs, maintenance, and contract management.
  • Strong knowledge of housing legislation, health and safety requirements, and construction practices.
  • Ability to manage multiple projects and communicate effectively with residents, contractors, and stakeholders.
  • Strong organisational, problem-solving, and report-writing skills.

Working Conditions

The role involves regular site visits including working at heights, accessing confined spaces, and inspecting properties in varying conditions. A full UK driving licence may be required.
