About the Role

Herefordshire Council is seeking an experienced Building Surveyor to join its Property Services team. This is an opportunity to work across a varied council property portfolio, helping to ensure buildings are safe, compliant and well maintained, while also supporting the delivery of capital projects.

The successful candidate will work closely with the council’s partner organisation and Project Management Office (PMO), providing professional building surveying advice across a range of properties.

Key Responsibilities

  • Undertake building surveying and property-related work across the council’s estate.
  • Support the council in maintaining a safe, compliant and well-managed property portfolio.
  • Work closely with the council’s partner organisation on building compliance and safety.
  • Identify building defects, risks, maintenance requirements and other property issues.
  • Provide technical advice and recommendations to colleagues across the council.
  • Support the delivery of capital projects alongside the PMO team.
  • Act as Contract Administrator on a range of building and construction projects.
  • Act as Principal Designer where required, ensuring appropriate CDM and health and safety requirements are considered.
  • Work on a diverse portfolio including Grade I and Grade II listed buildings, Scheduled Ancient Monuments, commercial and industrial properties.
  • Ensure building works and projects take account of relevant legislation, regulations, conservation requirements and planning policy.
  • Liaise with contractors, consultants, internal teams and external partners.
  • Manage multiple workstreams and deliver work to agreed deadlines.
  • Work independently while also contributing effectively as part of the wider Property Services team.

Essential Experience & Skills

  • Experience working as a Building Surveyor within a property environment.
  • RICS Chartered Surveyor qualification.
  • Good knowledge of current building legislation and regulatory requirements.
  • Knowledge of conservation and planning policy, particularly in relation to historic/listed buildings.
  • Experience acting as a Contract Administrator on building/construction projects.
  • Experience acting as a Principal Designer.
  • Ability to manage multiple projects/workstreams and meet tight deadlines.
  • Ability to work independently and use professional judgement.
  • Strong communication and stakeholder management skills.

Desirable

  • Experience working within a Local Authority or public-sector property environment.
  • Experience working with listed buildings, conservation areas or Scheduled Ancient Monuments.
  • Experience acting as a Nominated Person for Asbestos Management.
  • Experience acting as a Nominated Person for Fire Management.

Ideal Candidate

The ideal candidate will be an experienced, hands-on Building Surveyor who can work independently across a varied property portfolio. They will have strong technical knowledge, experience with contract administration and Principal Designer responsibilities, and an understanding of building compliance, conservation and planning requirements.

This is not a senior management role; the focus is on practical building surveying, compliance and project delivery experience.
