Building Surveyor – Asset Appraisal (Asset Management)
Department: Housing Investment / Asset Management
Reports to: Asset Strategy & Investment Manager
Role Summary
Responsible for delivering professional building surveying and asset appraisal services across a residential housing portfolio, supporting the development and delivery of long-term asset management and capital investment programmes. Undertake stock condition surveys, assess building defects, provide technical advice, and contribute to strategic investment planning to ensure housing assets remain safe, compliant, sustainable, and provide value for money.
Key Responsibilities
- Carry out comprehensive stock condition surveys of occupied and void residential properties, communal areas, garages and other housing assets.
- Inspect internal and external building elements, identifying structural defects, maintenance issues and lifecycle requirements.
- Prepare detailed survey reports, schedules of work, cost estimates and technical recommendations.
- Assess the remaining life expectancy of building components to inform planned maintenance and capital investment programmes.
- Contribute to the development of 5-year and long-term housing investment strategies through accurate asset data collection and analysis.
- Conduct feasibility studies and option appraisals to determine the most cost-effective and sustainable solutions for housing improvements.
- Update and maintain asset management databases, ensuring stock condition data is accurate, complete and regularly reviewed.
- Monitor recurring maintenance issues and provide recommendations for future investment priorities.
- Ensure all surveying activities comply with Building Regulations, health and safety legislation, Decent Homes Standards, HHSRS requirements and relevant construction legislation.
- Produce capital cost estimates using Schedule of Rates and industry benchmarks to support investment planning and budgeting.
- Arrange access with residents and liaise with tenants, leaseholders, contractors, consultants and internal stakeholders throughout the surveying process.
- Provide technical advice and guidance to colleagues, project teams and non-technical staff.
- Support the delivery of planned maintenance, capital works and asset sustainability initiatives across the housing portfolio.
- Monitor contractor compliance with specifications, statutory requirements, British Standards and contractual obligations.
- Prepare management reports, investment plans, programme updates and performance information.
- Attend stakeholder meetings and present technical information to management, residents, tenant representatives and external organisations where required.
