About the Role

The Royal Borough of Greenwich is looking for a Business Intelligence and Data Analytics Officer to join its Parking Services team.

This is a data-focused role where you will use business intelligence, data analysis and performance information to help improve the efficiency, effectiveness and financial management of the Council’s parking and enforcement services.

You will analyse data from a range of systems and sources, identify trends and issues, develop reports and dashboards, and provide clear insights to support operational and strategic decision-making.

You will also monitor KPIs, SLAs and supplier performance, support contract management and provide day-to-day support for systems used by the Parking Service.

Key Responsibilities

  • Collect, cleanse, manipulate and analyse data relating to parking, enforcement, traffic patterns and service performance.
  • Extract and combine data from different systems and sources to meet business and reporting requirements.
  • Develop and maintain reports, dashboards, KPIs and data visualisations for operational teams and senior stakeholders.
  • Identify trends, anomalies, performance issues and opportunities for service improvement.
  • Translate complex data into clear and practical recommendations for different audiences.
  • Present findings and recommendations to managers, senior management and relevant committees.
  • Monitor contractual performance indicators, KPIs and SLAs and highlight concerns or areas of underperformance.
  • Support the management and monitoring of external suppliers and service providers.
  • Work with legal and procurement colleagues on contractual requirements, renewals and performance reporting.
  • Monitor parking-related revenue, including fines, permits and other income streams.
  • Support budget planning, financial forecasting and financial reconciliation between systems.
  • Identify potential cost savings and opportunities to improve service and revenue performance.
  • Develop and track performance measures for parking enforcement and traffic management services.
  • Evaluate the effectiveness of enforcement activity and provide recommendations for improvement.
  • Analyse the impact of services on areas such as road safety and air quality.
  • Work with teams across the Council to identify opportunities for better use of data and develop reporting and dashboard solutions.
  • Support the extraction of data, data feeds and system information to improve business intelligence.
  • Provide day-to-day support for parking systems, including user access, system queries and logging issues with internal or external helpdesks.
  • Support the introduction of new system parameters and audit existing data parameters.
  • Run regular reports and monitor system processes and batches for compliance.
  • Develop self-service reporting tools, including Excel-based solutions, for colleagues.
  • Produce guidance, training materials and learning resources to help colleagues use data and reporting tools effectively.
  • Work collaboratively with operational teams, external partners, local authorities and other relevant organisations.

About You

You will have experience in business intelligence, data analysis, performance analysis or a similar analytical role, with the ability to turn complex information into clear and useful insights.

You should have experience of:

  • Analysing and interpreting data from multiple sources.
  • Data cleansing, manipulation and reporting.
  • Developing dashboards, reports and visualisations.
  • Monitoring KPIs, performance indicators or SLAs.
  • Using data to identify trends, issues and opportunities for improvement.
  • Working with business systems and extracting information to support reporting.
  • Presenting analytical findings to a range of stakeholders.
  • Using Excel and other appropriate reporting/analytical tools.
  • Working collaboratively with operational and corporate teams.

Experience of local government, parking, transport, enforcement, contract performance or another public-sector operational service would be advantageous, but direct parking experience is not essential.

Other Responsibilities

The post holder will be expected to comply with relevant GDPR, data protection, health and safety, equality and customer care requirements and the Council’s staff values.

The role may also involve mentoring junior colleagues and providing supervision or support to staff where required. The post holder may be required to undertake additional duties appropriate to the level of the role, including supporting the Council during emergency or business continuity situations.

This position has no core line management responsibility and reports to the Systems and Insight Lead Officer.
