CCTV Infrastructure Lead – Job Description

Management: No direct reports; manages external CCTV contractors and suppliers

Role Purpose

The CCTV Infrastructure Lead will be responsible for leading and managing a range of CCTV infrastructure and technology projects within Parking Services.

This will include the implementation of new CCTV systems, upgrades to existing infrastructure, integration with parking enforcement solutions, procurement, contract management and ongoing maintenance programmes.

The post holder will work closely with internal Council teams, external contractors, technology providers and other stakeholders to ensure CCTV projects are delivered on time, within budget and to the required quality and compliance standards.

Key Responsibilities

  • Lead the delivery of CCTV projects within the Council’s annual project programme.
  • Manage CCTV infrastructure projects and technology upgrades from specification through to implementation.
  • Manage high-value CCTV contracts of up to £8 million.
  • Procure CCTV systems and services in line with Council procurement procedures and standing orders.
  • Manage external CCTV contractors, suppliers and service providers.
  • Monitor contractor performance, ensuring agreed KPIs, SLAs, budgets and quality standards are achieved.
  • Ensure CCTV systems integrate effectively with parking enforcement solutions.
  • Provide expert advice on CCTV technology, legislation and industry best practice.
  • Monitor project budgets and provide financial and progress reports to the Parking Operations Manager.
  • Deliver projects within agreed timescales, budgets and quality standards.
  • Apply appropriate project management methodologies, including PRINCE2 and Agile where appropriate.
  • Support the maintenance and continuous improvement of the Council’s CCTV infrastructure.
  • Provide training and guidance to Council colleagues on CCTV systems, compliance and best practice.
  • Attend internal, client and contractor meetings and ensure effective communication between all parties.
  • Represent Parking Services on wider corporate projects involving CCTV and related technology.
  • Develop effective working relationships with Council officers, contractors, elected members, community partners and other stakeholders.
  • Ensure all CCTV activities comply with relevant legislation, GDPR/data protection, health and safety and Council policies.
  • Support emergency planning and business continuity arrangements relating to CCTV services.
  • Provide mentoring and support to junior colleagues where required.
  • Deputise for managers or team leaders within Parking Operations when required.

Key Requirements

The successful candidate should have:

  • Strong experience working with CCTV systems, infrastructure or related technology.
  • Experience delivering CCTV or technology-based projects.
  • Experience managing external contractors and suppliers.
  • Strong contract management and procurement experience.
  • Experience managing significant project budgets and delivering projects within agreed timescales.
  • Knowledge of relevant CCTV legislation, data protection and compliance requirements.
  • Strong stakeholder management and communication skills.
  • Experience working within a public sector or local authority environment would be highly desirable.
  • Experience with parking CCTV, ANPR or enforcement systems would be advantageous.
  • Knowledge or experience of PRINCE2, Agile or other recognised project management methodologies would be beneficial.

Ideal Candidate

The ideal candidate will be a CCTV infrastructure, systems or project professional who has experience managing technology projects, contractors, procurement and high-value contracts.

They should be technically credible enough to understand CCTV infrastructure and systems, while also having the project management and commercial skills required to oversee suppliers and deliver large-scale programmes.

This is not primarily a CCTV operator or Civil Enforcement Officer role. It is a technical/project/contract management position focused on CCTV infrastructure supporting Parking Services.
