Job Title: Civil Enforcement Officer

Service Area: Environment & Neighbourhood – Parking Enforcement Operations
Reports to: Parking Enforcement Supervisor
Grade: Scale 4

Role Purpose

To enforce parking regulations within the borough, ensuring compliance with council policies while representing Haringey Council professionally. The role involves patrolling streets, issuing Penalty Charge Notices (PCNs), assisting the public, and supporting road safety and traffic management objectives.

Key Responsibilities

  • Patrol designated areas to enforce parking and footway restrictions.
  • Issue PCNs using handheld devices and provide photographic evidence of contraventions.
  • Advise and assist the public regarding parking regulations, handling challenging situations calmly.
  • Authorize vehicle removals and report abandoned vehicles or damaged street furniture.
  • Maintain accurate records, reports, and documentation to support enforcement actions.
  • Follow health, safety, and council policies, including use and care of equipment and uniform.
  • Attend court or adjudication hearings when required.
  • Undertake occasional additional duties, such as assisting in CCTV monitoring.

Skills & Experience

  • Experience working with the public and in a Civil Enforcement Officer role.
  • Clear communication skills and ability to handle conflict professionally.
  • Ability to use handheld computers and maintain written records.
  • Physically fit to patrol on foot in all weather; flexible to work weekends and evenings.
  • Basic numeracy and attention to detail.

Desirable: Parking enforcement qualification (City & Guilds 1950 or NVQ Level 2), full driving license.

Working Environment

  • Outdoor patrolling, walking up to a mile per shift, sometimes in isolated areas.
  • Exposure to varying weather conditions and occasional unsocial hours.
  • Use of council equipment including handheld computers, body-worn cameras, radios, and printers.
