Job Title: Civil Enforcement Officer (Parking Enforcement)

Organisation: Thurrock Council

Job Purpose

To patrol on-street and off-street parking areas across the borough to ensure compliance with traffic and parking regulations, enforce Traffic Regulation Orders, and provide a visible and professional council presence within the community.

Key Responsibilities

Parking Enforcement

  • Patrol designated areas on foot to monitor compliance with parking regulations.
  • Issue Penalty Charge Notices (PCNs) using handheld electronic devices to vehicles parked in contravention of regulations.
  • Identify and take action against parking offences in line with council policies and legal frameworks.

Patrolling & Monitoring

  • Conduct extensive daily patrols (up to approximately 15 miles per shift) in all weather conditions.
  • Inspect on-street and off-street parking locations, including pay-and-display machines.

Public Interaction & Service

  • Act as a professional representative of the council when engaging with members of the public.
  • Provide clear and accurate advice regarding parking rules and restrictions.
  • Handle enquiries and respond appropriately to public concerns in a calm and respectful manner.

Reporting & Maintenance

  • Identify and report faulty or damaged parking equipment, signage, road markings, and infrastructure.
  • Record and escalate issues to relevant departments for repair or maintenance.

Operational Duties

  • Work rotational shifts, which may include weekday and weekend working patterns.
  • Maintain accurate records of enforcement activity using handheld systems and reporting tools.

Person Specification (Key Requirements)

  • Ability to work outdoors in all weather conditions and remain on foot for extended periods.
  • Strong communication skills and ability to deal with the public professionally.
  • Attention to detail when applying regulations and recording enforcement actions.
  • Ability to remain calm in potentially challenging or confrontational situations.
  • Willingness to work shift patterns, including weekends.
