Civil Enforcement Officer (Combined On & Off Street)

About the Role

We are looking for a Civil Enforcement Officer to join the Parking Services team, responsible for enforcing parking and traffic regulations across the borough.

You will patrol on-street parking areas, pay and display car parks and Controlled Parking Zones (CPZs), identifying and recording parking contraventions and issuing Penalty Charge Notices (PCNs) where appropriate.

The role involves working both independently and as part of a team, with patrols carried out on foot, by moped or in a vehicle, as well as using CCTV and camera systems.

Key Responsibilities

• Patrol the borough and identify parking and traffic contraventions.
• Enforce parking restrictions in streets, car parks and controlled parking zones.
• Issue PCNs using handheld devices or manual reporting systems.
• Monitor and process parking contraventions identified through CCTV.
• Take photographs and maintain accurate evidence and patrol records.
• Check parking signs, road markings and restrictions are correctly displayed before issuing PCNs.
• Report defective signs, road markings, highways issues and suspected abandoned vehicles.
• Monitor and report misuse of disabled Blue Badges.
• Maintain accurate written reports, witness statements and other evidence.
• Attend court, tribunals or adjudication hearings and provide evidence when required.
• Respond professionally to enquiries from members of the public and explain parking procedures.
• Deal calmly and tactfully with difficult or potentially confrontational situations.
• Operate a radio and maintain communication with colleagues and relevant external organisations, including the Police and CCTV teams.
• Drive or ride allocated Council vehicles/mopeds and complete appropriate vehicle checks.
• Ensure all enforcement activity complies with relevant legislation, Codes of Practice and Council procedures.
• Assist with the induction of new members of staff where required.

About You

The successful candidate will ideally have experience in parking enforcement, civil enforcement, CCTV enforcement, traffic enforcement or a similar public-facing enforcement role.

You should be:

• Confident dealing with members of the public, including difficult or challenging situations.
• Able to work independently with minimum supervision as well as part of a team.
• Accurate when recording information, issuing notices and preparing reports.
• Comfortable using handheld computers, mobile devices and other IT systems.
• Able to communicate clearly both verbally and in writing.
• Self-motivated and able to follow legislation, procedures and Codes of Practice.
• Customer-focused and professional at all times.
• Comfortable working outdoors in varying weather conditions.

Previous Civil Enforcement training or relevant enforcement experience is desirable, although candidates who can successfully complete the required training may also be considered.

Essential Requirements

• Full UK driving licence with a driving record acceptable to the Council’s insurers.
• Able to work a 5 over 7 shift pattern, including evenings, nights, weekends and bank holidays.
• Able to patrol on foot and walk over uneven ground.
• Physically fit and mobile enough to undertake outdoor patrols, including at night.
• Able to ride a moped or willing to undertake training.
• Maximum weight of 107.5kg (17 stone) to meet moped weight requirements.
• Able to work outdoors in inclement weather.
• Able to meet relevant disclosure, police and security requirements.
• Willing and able to undertake relevant Civil Enforcement and CCTV training.
• Understanding of equality, diversity and the needs of a diverse local community.
