Community Engagement Officer (Selective Licensing Scheme)

Reporting to: Community Engagement Manager / Team Lead

About the Role

We are seeking a proactive and community-focused Community Engagement Officer to support the delivery of engagement and consultation activities relating to the Selective Licensing Scheme and wider council priorities.

This role will be responsible for building strong relationships with residents, landlords, community groups, charities, voluntary organisations, and other stakeholders, ensuring that local people have meaningful opportunities to participate in consultations and engagement activities.

The successful candidate will play a key role in organising events, facilitating community discussions, supporting consultation programmes, and ensuring that engagement activities are delivered effectively, inclusively, and in line with agreed objectives.

Key Responsibilities

Community Engagement

  • Support the planning, coordination, and delivery of community engagement events, consultations, workshops, forums, and focus groups.
  • Build and maintain positive relationships with residents, community groups, charities, voluntary organisations, housing stakeholders, and local partners.
  • Engage with hard-to-reach and underrepresented communities, identifying innovative ways to increase participation and involvement.
  • Support the development and implementation of engagement initiatives that encourage stakeholders to share their views and contribute to council decision-making.
  • Work collaboratively with internal departments to support engagement activities and consultation projects.
  • Facilitate both face-to-face and online engagement opportunities.
  • Promote co-design approaches by involving community organisations and stakeholders in the planning and delivery of engagement activities.
  • Support benchmarking and best practice initiatives to continuously improve engagement delivery.

Communications and Events

  • Assist in the creation of communication materials, consultation documents, presentations, and engagement resources.
  • Ensure all communications are clear, accessible, and tailored to the needs of different audiences.
  • Support the promotion and delivery of community events to maximise participation and awareness.
  • Identify and propose new engagement opportunities that support council priorities and community needs.

Monitoring and Reporting

  • Maintain accurate records of engagement activity, stakeholder interactions, and consultation outcomes.
  • Produce engagement logs, reports, and performance data as required.
  • Support the collection, analysis, and reporting of engagement data to demonstrate impact and inform future activities.
  • Contribute to the council’s annual engagement and consultation planning process.

General Responsibilities

  • Attend project, team, and stakeholder meetings as required.
  • Contribute to the development of engagement processes, procedures, and best practice.
  • Keep up to date with developments in community engagement, consultation, and participation.
  • Ensure all activities comply with Health & Safety, GDPR, Equal Opportunities, and council policies.
  • Undertake any additional duties appropriate to the level of the role.

Person Specification

Essential Experience

  • Experience delivering community engagement, consultation, outreach, or stakeholder engagement activities.
  • Experience organising events, workshops, public meetings, or community forums.
  • Experience building relationships with diverse stakeholders and community groups.
  • Experience supporting engagement projects from planning through to delivery and reporting.
  • Experience maintaining accurate records, monitoring activity, and producing reports.

Essential Skills

  • Excellent verbal and written communication skills.

  • Ability to engage confidently with members of the public and community representatives.
