Location: Hybrid – primarily remote with office attendance as required

We are seeking an experienced Data Migration Lead to support a major housing systems transformation programme involving migration from legacy housing management systems, including Capita Open Housing, into new target platforms.

The successful candidate will take ownership of the end-to-end data migration workstream, working closely with business stakeholders, SMEs, suppliers, and technical teams to ensure successful extraction, cleansing, transformation, validation, and migration of critical housing and customer data.

Key Responsibilities

  • Lead the data migration workstream across the full project lifecycle.
  • Engage with business SMEs, users, and stakeholders to identify and define migration requirements.
  • Develop and manage the overall data migration strategy, plan, and schedule aligned to the wider implementation programme.
  • Conduct detailed analysis and audit of existing legacy data sources.
  • Define and document business rules for data extraction, transformation, cleansing, and migration.
  • Identify data quality issues and drive remediation activities to support successful migration outcomes.
  • Coordinate with suppliers and technical teams on ETL processes and migration activities.
  • Support and oversee migration testing activities including unit testing, reconciliation, validation, and defect resolution.
  • Coordinate and support User Acceptance Testing (UAT) for data migration cycles.
  • Ensure accuracy and integrity of migrated data, avoiding duplication, corruption, or incomplete records.
  • Work collaboratively across multiple project workstreams to support successful delivery.
  • Ensure compliance with data protection and GDPR requirements throughout the migration process.

Required Skills & Experience

  • Proven experience working as a Data Migration Lead on large-scale system implementation or transformation programmes.
  • Strong experience with legacy system migrations, ideally within housing or local government environments.
  • Experience working with Capita Open Housing or similar housing management systems.
  • Strong understanding of ETL processes, data mapping, data cleansing, and data validation techniques.
  • Hands-on SQL and scripting experience for data extraction and analysis.
  • Experience working with multiple data sources and consolidating data into one or more target systems.
  • Strong analytical and problem-solving skills with excellent attention to detail.
  • Experience managing data quality issues and driving resolution activities.
  • Strong stakeholder management and communication skills.
  • Ability to work independently within a fast-paced transformation programme.

Desirable Experience

  • Housing association or local authority experience.
  • Experience supporting ERP, CRM, or housing platform implementations.
  • Knowledge of data governance and data protection best practices.
