| To lead on and ensure the effective implementation of corporate initiatives and transformation programmes that cut across the whole or part of the council’s activities for the Housing, Health and Social Care directorates.. The Digital Programme manager will focus on the delivery of business cases, business capabilities and outcomes. Responsible for defining, managing and controlling the delivery of IT and Digital programmes of work. Lead on the ICT delivery programmes comprising of projects upto the value of circa £3million per annum. The Programme Manager will be responsible for the delivery of multiple digital product implementations/work-streams/projects through to transition into a working capability. The role will require matrix management of up to 25 internal and third party personnel, typically including one or more supplier organisations. This role will be accountable for the necessary stakeholder engagement and responsible for establishing programme governance and reporting to ensure successful programme delivery. This will include promoting and aligning with business change plans. Ensure effective Financial Management, cost controls and income maximisation in an ever changing environment, fluctuating demands and priorities. Ensure resources are well managed and effectively deployed to the best possible effects assuring value for money in all activities. Ensure legal, regulatory and policy compliance under GDPR, Health and Safety and in area of your specialism identifying opportunities and risks and escalating where appropriate.
