Experienced EHCP Co-ordinator

Department: SEND / Special Educational Needs Team

Reporting to: SEN Manager / SEND Team Manager

Role Purpose

The Experienced EHCP Co-ordinator is responsible for coordinating the statutory Education, Health and Care (EHC) assessment and review process for children and young people aged 0–25 years with Special Educational Needs and Disabilities (SEND).

The postholder will act as the primary contact for families, young people and professionals throughout the EHC process, ensuring legal compliance, effective multi-agency working, and high-quality, person-centred Education, Health and Care Plans.

The role will support delivery of statutory duties under Part 3 of the Children and Families Act 2014 and associated SEND legislation, whilst contributing to service improvement and supporting less experienced team members.

Key Duties & Responsibilities

EHCP Assessment & Case Management

  • Coordinate statutory EHC needs assessments for children and young people aged 0–25.
  • Act as the main point of contact for parents, carers and young people during the EHC assessment and review process.
  • Manage an allocated caseload, ensuring all statutory timescales, deadlines and performance requirements are met.
  • Gather, analyse and coordinate professional advice and evidence from education, health, social care and partner agencies.
  • Ensure children, young people and families actively participate in the process and that their views, wishes and aspirations are accurately reflected.

EHCP Drafting & Review

  • Prepare clear, accurate and legally compliant draft Education, Health and Care Plans.
  • Ensure EHCPs clearly describe identified needs, provision, outcomes and SMART targets.
  • Coordinate and facilitate meaningful annual reviews and amendments to existing EHCPs.
  • Work closely with schools, specialist services and professionals to ensure timely delivery of statutory processes.

Multi-Agency Partnership Working

  • Develop effective working relationships with schools, health professionals, social care, voluntary sector organisations and support services.
  • Liaise with partner agencies to identify appropriate educational provision and support arrangements.
  • Lead or contribute to multi-agency meetings and discussions regarding assessment, planning and provision.

Legal & Statutory Compliance

  • Ensure compliance with the Children and Families Act 2014, SEND Code of Practice, statutory regulations and local authority procedures.
  • Attend mediation meetings where required.
  • Support managers in preparing for and representing the Council at SEND Tribunal (SENDIST) proceedings.
  • Maintain detailed knowledge of SEND legislation, tribunal processes and statutory responsibilities.

Service Development & Team Support

  • Contribute to ongoing development of SEND policies, procedures and service improvement initiatives.
  • Maintain regular communication with SEND team colleagues regarding case updates, risks, deadlines and operational issues.
  • Provide guidance and support to newly recruited or less experienced EHCP Co-ordinators.

Information Management & Administration

  • Maintain accurate electronic case files, records and documentation.
  • Use case management systems and IT platforms effectively.
  • Ensure confidentiality and secure management of data in accordance with GDPR, Data Protection legislation and Council policy.

Person Specification

Essential Qualifications

  • Degree-level education or equivalent professional experience.

Essential Knowledge & Skills

  • Detailed knowledge of:
    • Children & Families Act 2014 (Part 3)
    • SEND legislation and SEND Code of Practice
    • SEND Tribunal (SENDIST) procedures
  • Strong understanding of SEND issues affecting children, young people, families and educational settings.
  • Excellent written, verbal, communication and interpersonal skills.
  • Strong negotiation, organisation and time management skills.
  • Competent IT and case management system skills.
  • Ability to manage competing priorities and work effectively under statutory deadlines.

Essential Experience

  • Experience working with children and young people with SEND.
  • Experience leading multi-agency meetings.
  • Experience writing person-centred plans, reports and formal documentation.
  • Experience of partnership working across education, health and social care.
  • Experience communicating through varied methods, including non-verbal communication approaches.

Desirable Qualifications

  • Teaching qualification and/or SENCO qualification.
  • Evidence of professional development in SEND, education or related practice.

Desirable Knowledge & Experience

  • Knowledge of local authority SEND duties and statutory responsibilities.
  • Understanding of parent, child and young person rights within SEND legislation.
  • Experience working with a broad range of education, health and social care professionals.

Working Requirements

  • Ability to work flexibly to meet service needs.
  • Ability to travel across the borough using public or private transport.
  • Commitment to collaborative, person-centred and legally compliant SEND practice.

The postholder may be required to undertake other reasonable duties consistent with the level and grading of the role, as directed by the Head of Service.
