Job Title: Electrical Engineer (Level 2 – Grade 8)
Department: Capital Programmes Division, Growth & Development Directorate
Location: Manchester City Council (Hybrid – 3 days office / 2 days home working)

Job Purpose

To provide professional electrical engineering services in the design, planning, management, and delivery of capital construction, refurbishment, and maintenance projects across Manchester City Council’s property portfolio. The role is responsible for ensuring projects are delivered safely, efficiently, and in compliance with relevant legislation, technical standards, and Council objectives.

Key Responsibilities

  • Design and develop electrical engineering solutions for refurbishment, maintenance, and new-build projects across a diverse range of public buildings and infrastructure.
  • Prepare electrical designs, calculations, specifications, feasibility studies, and technical reports in accordance with BS 7671 and industry standards.
  • Lead the delivery of electrical work packages throughout the project lifecycle, from feasibility and design through to construction and completion.
  • Carry out condition surveys, inspections, and defect investigations, producing recommendations for repair, replacement, and future maintenance programmes.
  • Review and assess contractor and consultant designs to ensure compliance with technical, statutory, and client requirements.
  • Monitor project progress, programme, quality, costs, and risks while supporting successful project delivery.
  • Provide technical advice on electrical engineering matters, energy efficiency, decarbonisation initiatives, solar PV installations, and environmental sustainability.
  • Liaise effectively with project managers, architects, surveyors, contractors, consultants, and other stakeholders to ensure successful project outcomes.
  • Produce and review technical specifications using NBS or equivalent specification software.
  • Ensure compliance with Health & Safety legislation, CDM Regulations, Building Regulations, and other relevant statutory requirements.
  • Contribute to continuous service improvement, innovation, and efficient project delivery across the Capital Programmes Division.

Knowledge & Experience

  • Experience in electrical engineering design within the building services or construction sector.
  • Knowledge of BS 7671 (18th Edition IET Wiring Regulations).
  • Experience preparing electrical calculations, specifications, and feasibility studies.
  • Experience carrying out site inspections, condition surveys, and defect reporting.
  • Good understanding of Building Regulations, CDM Regulations, Health & Safety legislation, and construction technology.
  • Experience managing projects and coordinating contractors, consultants, and stakeholders.
  • Knowledge of CAD software and NBS specification software (or equivalent).
  • Experience of refurbishment, maintenance, and new-build construction projects.
  • Understanding of energy efficiency, carbon reduction, and sustainable building solutions.

Qualifications

  • Degree, HND, or HNC in Electrical Engineering (or equivalent), or
  • Recognised electrical engineering apprenticeship with significant post-qualification experience.
  • Ideally working towards or holding professional registration (IEng or CEng).
  • Membership of a recognised professional institution such as the IET is desirable.

Working Environment

This is a hybrid role based on a 35-hour working week, with a mixture of office-based work, home working, and site visits. The role requires collaboration with multidisciplinary teams and contractors while delivering a varied programme of public sector capital projects across Manchester.
