Job Title: Fleet Manager

Directorate: Finance, Governance and Contracts
Service Area: Contracts (Leisure, Waste and Environment)
Reporting To: Head of Contracts

Job Purpose

The Fleet Manager will provide strategic leadership and operational oversight of all fleet services within the operational environment. The role is responsible for ensuring full legal and safety compliance, driving efficiency and sustainability, and managing the complete vehicle lifecycle from procurement through to disposal.

The postholder will also play a key role in reducing costs, improving fleet performance, and ensuring high standards of driver and vehicle compliance across the organisation.

Key Responsibilities

Fleet Compliance & Safety

  • Ensure full compliance with all fleet legislation, policies, and operational standards
  • Oversee MOT scheduling, inspections, defect reporting, and roadworthiness checks
  • Maintain accurate driver documentation, licence checks, and compliance records
  • Oversee grey fleet compliance (business use of employee-owned vehicles)
  • Implement and manage drug and alcohol testing programmes for drivers
  • Conduct audits and produce compliance reports and evidence for internal and external review

Fleet Operations & Maintenance

  • Coordinate servicing, maintenance, and repairs with internal teams and external suppliers
  • Develop strategies to reduce vehicle downtime and improve operational efficiency
  • Monitor fleet performance and ensure effective resolution of vehicle defects

Fleet Strategy & Lifecycle Management

  • Lead the procurement, replacement, and disposal of fleet vehicles
  • Develop fleet strategies aligned with organisational, operational, and environmental goals
  • Ensure value for money and effective lifecycle cost management

Finance & Performance Management

  • Manage fleet budgets and ensure cost control across all fleet operations
  • Analyse fleet data to identify trends, inefficiencies, and improvement opportunities
  • Develop and maintain reporting frameworks for performance and compliance monitoring

Driver Management & Training

  • Oversee driver compliance, training, inductions, and ongoing assessments
  • Deliver compliance briefings, toolbox talks, and refresher training programmes
  • Monitor driver performance and ensure adherence to safe driving standards

Risk, Incident & Insurance Management

  • Manage accident reporting processes and insurance claims
  • Implement risk mitigation strategies to improve fleet safety and reduce incidents

Sustainability & Continuous Improvement

  • Support the transition to low-emission and environmentally sustainable fleet solutions
  • Identify and implement improvements in fleet efficiency and environmental performance

General Responsibilities

  • Maintain secure handling of information in line with organisational policies
  • Undertake additional duties appropriate to the grade as required
  • Work flexibly, including occasional out-of-hours requirements
  • Travel across the borough as required

Person Specification

Essential Experience

  • Experience in fleet compliance or transport operations
  • Experience managing vehicle maintenance, servicing, and operational performance
  • Experience managing suppliers, contractors, and external service providers
  • Experience managing budgets and controlling fleet-related costs

Essential Skills & Knowledge

  • Strong understanding of fleet compliance, safety, and regulatory requirements
  • Ability to analyse data and produce performance and compliance reports
  • Excellent organisational skills with strong attention to detail
  • Ability to manage multiple priorities effectively
  • Strong communication skills across operational and senior stakeholders
  • Proactive approach to risk management and continuous improvement

Desirable Qualifications

  • CPC (Certificate of Professional Competence) in Road Haulage or Passenger Transport Operations
  • Health & Safety qualification or training
  • Experience in local authority or public sector fleet operations

Interpersonal Skills

  • Strong influencing and stakeholder management skills
  • Excellent written communication and report writing ability
