Main Purpose of the Role

To lead and manage the Private Sector Housing service, ensuring the Council delivers effective enforcement, licensing, housing improvement and regulatory services. The role is responsible for improving housing conditions, protecting residents, ensuring compliance with housing legislation, and delivering a high-quality, customer-focused service.


Typical Day May Include

  • Managing and supporting a team of housing professionals.
  • Overseeing housing inspections, licensing, enforcement and complex casework.
  • Reviewing performance data and improving service delivery.
  • Providing expert housing advice to senior managers and elected members.
  • Working with partners including Legal Services, Fire Service, Police and other agencies.
  • Managing resources, priorities and service improvements.

Key Responsibilities

  • Lead the delivery of private sector housing enforcement and licensing functions.
  • Ensure compliance with housing legislation including the Housing Act 2004 and Renters’ Rights Act 2025.
  • Oversee investigations, prosecutions, financial penalties and other enforcement action.
  • Manage team performance, training and development.
  • Develop policies, procedures and service improvements.
  • Monitor performance, risks and customer outcomes.
  • Provide professional advice and reports to senior officers and stakeholders.

Key Skills and Experience

  • Strong knowledge of private sector housing legislation, enforcement and licensing.
  • Experience managing housing, regulatory or enforcement services.
  • Excellent leadership and people management skills.
  • Ability to manage complex cases and make evidence-based decisions.

  • Good understanding of local government processes and governance.

Qualifications

PAYE Pay Rate : £320.00 per day

Working days : 
Monday: 09:00 – 17:15 (60 minute lunch)
Tuesday: 09:00 – 17:15 (60 minute lunch)
Wednesday: 09:00 – 17:15 (60 minute lunch)
Thursday: 09:00 – 17:15 (60 minute lunch)
Friday: 09:00 – 17:00 (60 minute lunch)
