About the Role

We are looking for motivated and reliable individuals to join our Parking Services team as Civil Enforcement Officers. In this role, you will help keep the borough safe, accessible, and well-managed by enforcing parking regulations across on-street locations, car parks, and controlled parking zones.

This is a varied, active role that may involve patrolling on foot, riding a moped, driving a council vehicle, or monitoring CCTV systems.


Key Responsibilities

  • Patrol the borough to identify and enforce parking and traffic contraventions
  • Issue Penalty Charge Notices (PCNs) using handheld devices or manual systems
  • Monitor and process CCTV footage for enforcement purposes
  • Maintain accurate records, including notes, photographs, and reports
  • Check signage and road markings, reporting any defects
  • Respond to public enquiries professionally and help resolve disputes calmly
  • Work collaboratively with colleagues, Police, and other agencies
  • Attend court or adjudication hearings where required
  • Report abandoned vehicles and highways defects
  • Ensure compliance with all relevant legislation, policies, and codes of practice

Knowledge & Experience

  • Understanding of equality and diversity in public service
  • Knowledge of parking enforcement and CCTV legislation (or willingness to learn)
  • Experience working with the public in a customer-focused environment
  • Ability to work both independently and as part of a team

  • Strong communication and interpersonal skills
  • Ability to remain calm and professional in challenging situations
  • Good attention to detail and accurate record-keeping
  • Confident using mobile devices and IT systems
  • Self-motivated with the ability to work with minimal supervision

Essential Requirements

  • Willingness to work a 5 over 7 shift pattern, including evenings, weekends, and bank holidays
  • Physically fit and able to patrol outdoors in all weather conditions
  • Full UK driving licence (desirable)
  • Ability to ride or be trained to ride a moped
  • Ability to meet disclosure and security requirements
