Main Purpose of the Role
To provide strategic leadership and operational management for the Council’s Facilities Management and statutory compliance functions, ensuring that all corporate, educational, and community properties are safe, compliant, sustainable, and fit for purpose.
The post holder will act as the Council’s lead officer for statutory building compliance, taking overall responsibility for ensuring that property assets meet legislative requirements relating to health and safety, fire safety, water hygiene, and other regulatory obligations. The role will provide assurance that appropriate governance, monitoring, and compliance systems are in place to protect building users, maintain operational resilience, and support effective service delivery.
The role will lead the delivery of a comprehensive Facilities Management service across the Council estate, managing a diverse portfolio of Hard and Soft FM services through a combination of directly delivered operations and commissioned external contracts. This includes providing professional leadership to multidisciplinary teams responsible for technical building services, cleaning, security, catering, and other operational support functions.
Working closely with the Assistant Director for Property & Asset Strategy, the post holder will ensure that Facilities Management services are aligned with the Council’s wider asset management objectives, supporting effective estate utilisation, investment planning, and long-term sustainability. The role will provide expert technical advice on property operations and contribute to the development of planned maintenance, capital investment, and lifecycle replacement strategies to safeguard the condition, performance, and resilience of the Council’s estate.
The post holder will be responsible for driving continuous improvement, delivering value for money, managing service performance, and ensuring that facilities services meet the needs of employees, service users, schools, and communities.
PAYE Pay Rate – £43.35
