Home Ownership Officer

Rate: £21–£22 PAYE per hour

Role Overview

We are looking for an experienced Home Ownership Officer to support the management of leasehold and shared ownership properties, with a particular focus on service charges, major works and Section 20 consultations.

The successful candidate will have strong leasehold management experience and a good understanding of the relevant legislation, including the Landlord and Tenant Act 1985.

Key Responsibilities

  • Manage and undertake Section 20 consultations, ensuring compliance with the Landlord and Tenant Act 1985, individual leases and associated legislation.
  • Provide advice, support and guidance to leaseholders, shared owners and housing staff on leasehold matters.
  • Deal with enquiries, complaints and disputes relating to service charges and major works.
  • Provide clear information and explanations regarding service charges, major works, leases and associated legislation.
  • Work closely with collection officers to maximise recovery of homeowner rents, service charges, major works charges and other related income.
  • Analyse housing and financial data to support effective leasehold and home ownership management.
  • Ensure records and information are accurate and maintained appropriately.
  • Support the overall financial viability of the Housing Revenue Account (HRA).

Essential Experience & Skills

  • Previous leasehold management experience – essential.
  • Hands-on Section 20 consultation experience – essential.
  • Good knowledge of service charges, major works and leasehold legislation.
  • Understanding of the Landlord and Tenant Act 1985.
  • Experience dealing with leaseholders, shared owners and housing-related enquiries or disputes.
  • Strong analytical and data-handling skills.
  • Practical Excel experience, including XLOOKUP and SUMIF.
  • Experience using Word Mail Merge to manage correspondence.
  • Good communication skills with the ability to explain complex housing and financial information clearly.
  • Experience supporting income recovery would be beneficial.

Ideal Candidate

The ideal candidate will have a strong background in leasehold/home ownership services, with proven experience managing Section 20 consultations, service charges and major works. They will be confident working with data, legislation and customers while ensuring the council’s legal and financial requirements are met.
