Job Title: Homelessness Team Manager

Purpose of the Role

To lead and manage a frontline team delivering homelessness prevention, relief, and statutory housing duties. You will ensure high-quality, legally compliant casework, with a strong focus on families, vulnerable households, and domestic abuse cases, while driving performance and reducing the use of temporary accommodation.

Key Responsibilities

 Team Leadership

  • Manage and develop a team of up to 6 Housing Caseworkers
  • Provide regular supervision, coaching, and performance management
  • Support staff with complex and high-risk cases, including safeguarding

Casework & Legal Oversight

  • Oversee homelessness assessments and decisions in line with legislation
  • Ensure correct application of prevention, relief, and main housing duties
  • Review and sign off complex cases and S184 decisions
  • Handle complaints, legal challenges, and Ombudsman enquiries

Service Delivery

  • Lead a customer-focused service, prioritising homelessness prevention
  • Oversee case allocation and caseload management
  • Authorise temporary accommodation placements and support move-on
  • Ensure effective use of Personalised Housing Plans

Safeguarding & Partnerships

  • Ensure appropriate support for families and vulnerable residents, including domestic abuse survivors
  • Work with Social Care, Health, Police (e.g. MARAC), and partner agencies
  • Promote a coordinated, multi-agency approach

Performance & Improvement

  • Monitor KPIs, statutory targets, and team performance
  • Use data and insight to improve service delivery
  • Contribute to service planning and continuous improvement

 Resources & Budget

  • Support management of budgets, including temporary accommodation spend
  • Contribute to effective use of homelessness funding
  • Identify efficiencies through prevention and early intervention

 Person Profile (Summary)

  • Strong knowledge of homelessness legislation (e.g. Homelessness Reduction Act)
  • Experience managing or supervising housing/homelessness staff
  • Skilled in handling complex cases, including domestic abuse and safeguarding
  • Strong leadership, decision-making, and stakeholder management skills
