Job Title: Housing Enabling Manager
Service Area: Housing Regeneration
Contract: 6-month placement
Working Pattern: Hybrid – minimum 2 days per week in the office
Role Purpose
The Housing Enabling Manager will play a key strategic role in accelerating the delivery of new housing across the Borough, with a strong focus on affordable and specialist housing. The postholder will lead the Council’s housing enabling function, working proactively with Registered Providers, developers, landowners, and internal teams to unlock development opportunities, remove barriers to delivery, and ensure housing schemes are brought forward at pace.
This is a strategic, outward-facing role that will shape and influence the Borough’s housing pipeline, supporting the Council’s wider priorities around regeneration, placemaking, sustainability, and social value.
Key Responsibilities
Housing Delivery & Enabling
- Lead the Council’s housing enabling function to support the delivery of affordable and specialist housing across the Borough.
- Proactively engage with landowners, developers, and Registered Providers to bring forward housing schemes and accelerate delivery.
- Promote the need for housing delivery at pace, both internally and externally, positioning the Council as an active and supportive partner.
Partnership & Stakeholder Management
- Build and maintain strong partnerships with Registered Providers, developers, and public sector partners.
- Lead and coordinate Registered Provider and Developer Forums to support collaboration and pipeline development.
- Act as a key point of contact for external partners seeking advice on housing delivery opportunities in the Borough.
Affordable Housing & Development Negotiation
- Manage the Council’s Affordable Housing Framework.
- Assess development proposals and negotiate affordable housing outputs to secure best value and policy-compliant outcomes.
- Provide expert advice on housing need, tenure mix, funding routes, and delivery models.
Programme Oversight & Governance
- Support and work within the multi-disciplinary Regeneration and Development governance structure.
- Oversee performance reporting, programme forecasting, and risk management relating to housing delivery.
- Monitor progress against delivery targets and identify interventions to address delays or risks.
Strategy, Policy & Regeneration
- Contribute to the development and implementation of strategic housing policies, regeneration initiatives, and long-term planning frameworks.
- Ensure housing delivery aligns with the Council’s regeneration, placemaking, sustainability, and social value objectives.
- Champion innovation, high-quality design, and community-focused development in new housing schemes.
Key Skills & Experience (Indicative)
- Proven experience in housing delivery, housing enabling, regeneration, or development within a local authority, housing association, or similar environment.
- Strong understanding of affordable housing delivery, tenure mix, and funding mechanisms.
- Experience negotiating affordable housing outcomes and working with developers and Registered Providers.
- Ability to work strategically across organisational boundaries and influence a wide range of stakeholders.
- Strong analytical skills, with experience in programme management, risk assessment, and performance reporting.
- Excellent communication and stakeholder engagement skills.

- This is a 6-month placement requiring a candidate who can hit the ground running.
