Housing Manager – 12 Month Contract

Rate: £40 per hour
Contract: 12 months (urgent start)
Location: 4 days office-based / 1 day WFH
Requirement: Full driving licence and access to a car

Overview

We are seeking an experienced Housing Manager to join our client on a 12-month contract, providing immediate cover for a key leadership role.

This is a senior, hands-on position requiring a confident housing professional who can operate across both strategic and operational areas, lead teams, and manage complex tenancy and service issues.

Key Responsibilities

Tenancy & Resident Management

  • Lead on complex tenancy issues, escalations, and resident cases
  • Oversee rent collection, tenancy breaches, and income recovery
  • Manage anti-social behaviour (ASB) cases and enforcement action
  • Authorise and oversee legal notices (e.g. Notices Seeking Possession)
  • Handle formal complaints, ensuring timely and professional resolution
  • Provide expert guidance to frontline housing staff

Estates & Service Management

  • Oversee estates and grounds maintenance services
  • Ensure high standards across neighbourhoods and communal areas
  • Work closely with repairs and maintenance teams to resolve issues
  • Support continuous service improvement across estates

 Contract & Performance Management

  • Manage external contractors and service providers
  • Develop and monitor Service Level Agreements (SLAs)
  • Track performance and address underperformance
  • Drive service improvements and value for money

Leadership & Team Support

  • Provide leadership and direction to housing officers and teams
  • Support staff with complex casework and decision-making
  • Ensure consistent, high-quality service delivery
  • Promote a proactive and customer-focused culture

Risk & Complex Case Management

  • Manage high-risk tenancy issues and sensitive cases
  • Oversee tenancy fraud investigations where required
  • Ensure compliance with housing legislation and policies

Candidate Requirements

Essential

  • Strong background in housing management (operational and strategic)
  • Proven experience managing complex tenancy issues and complaints
  • Experience overseeing ASB, rent arrears, and tenancy enforcement
  • Demonstrable staff management or leadership experience
  • Ability to work confidently across multiple service areas
  • Full driving licence and access to a vehicle

Desirable

  • Level 4 qualification in Housing (or equivalent)
  • Experience managing estates services and contracts
  • Experience developing and managing SLAs

Working Pattern

  • 4 days office-based, 1 day working from home
  • Must attend the office every other Friday
