Job Title: Housing Officer (Housing Management & Coordination)
Service: Communities & Homes
Reports to: Housing Services Team Leader
Job Purpose
To deliver a comprehensive housing management service for council tenants, ensuring tenancies are sustained, properties and estates are well managed, and community safety and wellbeing are supported. The role contributes to the Council’s housing objectives through customer-focused service delivery, tenancy management, and multi-agency working.
Key Responsibilities
Tenancy & Housing Management
- Manage council tenancies including sign-ups, tenancy changes, transfers, mutual exchanges, and successions
- Conduct settling-in visits and ongoing tenancy reviews
- Investigate and act on tenancy breaches and enforce tenancy conditions where necessary
- Support tenancy sustainment through advice, budgeting support, and benefit referrals
Anti-Social Behaviour & Casework
- Investigate complaints of anti-social behaviour and neighbour disputes
- Gather evidence, maintain case records, and prepare cases for legal action where required
- Work with police, social services, and partner agencies to resolve issues
Tenant Support & Engagement
- Provide advice and support to tenants through visits, phone, and written communication
- Promote tenant participation and engagement within communities
- Work with residents to develop community agreements and improve neighbourhoods
Estate & Property Management
- Carry out estate inspections and health & safety checks
- Monitor cleanliness, environmental issues, and contractor performance
- Take action to address hazards and ensure safe living conditions
Partnership & Coordination
- Work with internal departments and external agencies to support vulnerable tenants
- Attend case conferences and multi-agency meetings
- Refer tenants to specialist services where appropriate
Administration & Compliance
- Maintain accurate housing records and case notes
- Prepare reports, evidence packs, and performance data
- Ensure compliance with housing legislation, policies, safeguarding, and data protection requirements
Other Duties
- Attend court when required and provide evidence
- Participate in service improvement and team development
- Respond to emergencies and follow health and safety procedures
- Undertake any reasonable duties within the scope of the role
Key Requirements
- Experience in a customer-focused housing or similar environment
- Strong communication and problem-solving skills
- Ability to manage conflicting priorities and work under pressure
- Understanding of housing issues, tenancy management, and safeguarding
- Full UK driving licence essential
